I am not suggesting that the pre- sent adequacy of pensions is not ripe for enquiry, but that they were, according to my reading, not within the terms of reference, or if they were, that the field covered by the commissioners were not sufficiently wide..

In considering the report, there i are four broad principles we should not lose sight of, and which the commissioners appear to have kept in mind when arriving at the de-1 cisions they did:

(1) That exchange was likely to remain in the neighbourhood of 2/-, because in paragraph" 7 of the report, they say, the dollar is now a little under 2/- and there is some probability that it will remain in the region of 2/4"

(2) The recommendation of the second 15 per cent. for,.mar- ried officers and 73 per cent, for unmarried officers, being a high cost of living allow- anee, was to be payable either wholly, partly, or not at all, at the discretion of the Gov- ernment (see paragraph 12 of the report).

(3) In fixing sterling salaries they did not intend to give to an officer more dollars than.. he was then getting, because in paragraph 13 of the Report they say, we have endea- voured to retain to an officer the number of dollars he is at present drawing."

(4) That as regards dollar salaried" officers, they intended to give: them an all round increase of 20 per cent., and this is so stated in paragraph 14 of the Report.

Before dealing with the recom mendations of the Commissioners, we should consider the position of Government salaries at the prescat time.'

It should here be noted, that the second 13 per cent. and 7 per cent., ie., the high cost of living allowance, discre tionary in the Government- that is to say it can be given in toto, in part or not at all, if the Government so 'desire. The Commission recommended that the first 15 per cent. should be taken into account for leave and pensions, where- as at the present time, leave and pensions are calculated on the nominal salary only. (2) To dollar officers, a 20 per cent, all round increase, on the basis autherised after the 1919 Salaries Commission had delivered its report. (3) The housing provision or rent allowance as at present exist- ing are generally approved; there are, however, certain re commendations in respect of the dollar officers who have not had 10 years' service, and are referred to in paragraph 180 of the report.

Generally, an officer gets housing accommodation, on the basis of per cent. of his salary and 1 per cent, for furniture, or an allowance, which in the case of aterling officers works out from 8100 to $200 per month. The Report of the Com- missioners must now be viewed from two aspects.
