CHINA AND SILVER. DUTCH IN ENGLISH
SHANGHAI COMMENT.
We reproduce below a leading | article which appeared in a recent issue of the North China Daily News, which we think will be of interest to our readers—
Faced with disaster to trade and ruin in other quarters owing to the drop in exchange, it is high time that people in this coun- try, both Chineas and foreigners, should endeavour to instill into their own minds and the minds of others a reasonably, sane view as to the position of silver. While it is true that civil warfare, which has eurtailed trade, and bad har vests, which" have led to the neces sity of purchasing foodstock, frem abroad, have operated towards a lower rate of exchange, we have no hesitation, in asserting that to the greatest extent the present position | of silver is due to psychological causes. Coming together as they have all the factors in the case have led to a lack of confidence in the future of the metal, and hence" the
present, deplorable position. It is
further open to belief that there may be something in the nature of In "ramp" in the matter. For some time past persistent rumours have been afoot that the Chinese Gor- ernment has had the intention of placing an import duty on silver, and although this has been denied time and again, the fact remains that the story persists. For in- stance, no later than yesterday, one of the Chinese papers had it that silver valued at Ts. 1,373,321 had been diverted from Shanghai to Hong Kong because "the importa tion of foreign silver is being strictly prohibited in Shanghai." | Nothing could be farther from the truth, yet this is not an isolated instance of the persistence of the report.

BURGOMASTER'S AMUSING
SPEECH.
The Burgomaster of Amsterdam, M. Vlugt, who with his wife was the guest of the Lord and Lady Mayoress of the City of London, was entertained to an English at home at the Dutch Club, Sackville Street, London, W., recently, and of the language differences between had some amusing things to say
the peoples of the two countries.
The Lord and Lady Mayoress of London as well as the Sherif, the Netherlands Minister, and repres entatives of the Dutch colony were present. Replying to the welcome accorded him the Burgomaster said:-
It is often maintained that the character and opinions of a people are most clearly brought out in ite the language. If that bo true Dutch do not get off very well in England.
"Double Dutch.”

"Let me cite pois a few examples of typical English expressions in which the Dutch are characterised. In general our countrymen seem to be very fond of strong liquor. They are also given to gambling and swearing, for according to the English idea they strike Dutch bargains' and 'swear like Dutch- men.'
"When Dutchmen are courageous it is usually termed by our Eng- fish hosts as
a consequence of strong drink, and then they posetes Dutch courage. When they de fend themselves it is hardly worthy of the name-it is merely à 'Dutch, defence. Nor is it much better when they comfort you, for then it is only Dutch comfort,' which is regarded as far from being equal to real consolation.`
"Dutch Uncles." "Their gold is pretentious so they call it 'Dutch gold, nor do "In the circumstances it is per- their gifts in navigation count for tinent to suggest that interested much; it is merely Dutch talent,' and I find this elucidated in an parties are fostering this rumour, English dictionary to mean an ex.. perbaps succeeding in confusing pression, used by sailors to define certain Chinese minds by recalling mere strength and stupidity. plating lower values. That pro- cess of thought during recent days, apparently duplicated in London and New York, has probably had as much to do with the state of affairs as anything, especially when we note that re- ports of smaller silver production in the world's mines have had practically no effect on the situa-
tion.
One or two points need very strongly to be borne in mind, the first of these being that silver stocks in Shanghai are not exces- sive when we consider what the re- quirements of the part should be. One expert puts the total of actual silver dollar, here as roughly $150,000,000, against which there may be $200,000,000 notes issued by Chinese banks in circulation. The latter, however, is a figure difficult to estimate, but that total is be- lieved to be conservative. Now!! had these notes not been backed by this silver, where should we in "Shanghai have been when the dif
ferent factions were battling for control of Shanghai at various times during the past few years? It was the presence of this resOLVE - that saved the monetary situation, having the effect of retaining these notes as good currency. That re- serve has also been on several oc- casions a factor in the very exist- ence of the Nationalist Govern- ment. There is no question that, more silver would be needed were civil war to cense and banditry brought under a reasonable mon nure of control;-but-it--would- be well if those in London and New York who assist'in' controlling
ber, that we are not actually -over- stocked here, and that the falsc
able to beat the Dutch."
The Burgomaster omitted to make any reference to an expression well- known in the Far East-a "Dutch wife."
