With a further drop in the price of silver on May 14, when 1.1/16 was quoted, there was a feeling in certain sections of the Shanghai community that they were about to
see the worst, and that a new low level for the metal had been reach- ed. It is as well to realize that this latter belief is not the case, for already this year there has been a lower quotation.
Previous Low Levels. With silver at its present posi tion, an interestng point is found in the previous low levels attained. Between 1800 and December 28, 1999, the lowest point recorded is that of November 28, 1902, when the price was 91 11/18. In the statistical history of silver that was the bottom rate known up to that time, but og, December 23, 100, near silver was quoted ut 2 on January 3, 1630, it was 21 5/8, and the actual lowest rate recorded was on March 4 of this year when it touched 18 5/8. The official exchange rate for sterling was then quoted at 1/10. There may be small amount of comfort in realizing that a certain recovery has since then taken place, though it is naturally not sufficient to re- lieve the feeling of pessimism which these rates inevitably enged der. As a matter of interest it may also be recalled that the highest point in recent years was 894 in the halcyon days of February,
1920.

With always more countries going on gold basis, the need for that metal has advanced, as it must be realized that only by possessing certain gold reserves can such a measure be put effectively into operation. It cannot be done by documentary measures alone.
