MR. T.-F. O'SULLIVAN. · · REWARD FOR RECOVERY OF MISSING MAN.
OF A reward of $200 for the recovery of Mr. T. F. O'Sullivan, who was missing since May 8, is offered by the Polier. A notice issued at Po- lice Headquarters states:
LIVELY INTERVIEW WITH MR. FESSENDEN.
That purchase of the Majestic Hotel property for public service, as suggested recently in the Daily News, is impracticable present circumstances and extreme ly unlikely in the future, was the opinion expressed by Mr. Sterling Fessenden in an interview on May 13.
"On May 8, 1930, at about 6.30 p.m., Thomas Francis O'Sullivan (Irish), disappeared from Botanic Gardens, Hong Kong, and has not since been seen.

The reward is valid for three months."
"With conditions as they are, Mr. Fressenden said, "the expen- diture of possibly Tis 2,000,000 on such a purchase would be a very
unwise move and as such cannot be considered by the Council. If TIs. 2,000,000 has to be spent for? the benest of the Shanghai community there are many other preferable and more advantageous ways of speading it.
Earlier Price Tis. 800,000. "The Council considered the pur- chase of the property when it was first put up for sale. Exhaustive | investigations were then made, but it, was found that either as a bos- pital or communal meeting place it was quite unsuitable. "If this had not been the case, the purchase would have been completed. The price then asked was only Tis. 800,000, I think, as compared with the present possible estimate of two million. It would cost Tis 2,000,000, any way, ineluding the cost of repairs and alterations, I

able. That might account to a very small extent for the vast difference in price. But a ballroom would. not, I think, add to the amenities of a Municipal hospital or aug- ment interest in a school or library. Of course, it might be used for rutepayers' meetings.
Heavy Cost of Upkeep.
"One of the principal reasons for our refusal to purchase the pro- perty when it was Grst offered to us was the obviously enormous, up- keep required. The Country Hos- pital was being talked about at the same time, I think, and when it éame to a selection between the two propositions there was no question,
"The present controversy over! roads outside Settlement limits is another thing which has apparent- ly not been considered by those res ponsible for this suggestion. As things are, no one Can see six months ahead, and certainly no one is in a position to advise an investment of such a nature when such a state of affairs exists. In addition, if such a perchase were made, there could be no discrimi- nation, national or otherwise, As hospital museum, park, school, or library there would have to bej open house sad all sorts of troub les would arise.."
"Then, let us look at the mat ter from a purely communal pointi of view. For a community like that of Shanghai to put such a huge amount of money into an en- terprise that would obviously be a never-ending responsibility And expense would serve to engender misunderstanding in China and abroad. We would undoubtedly be regarded as too rich to économize and that would certainly do as a lot of barm. The purchase, there fore, might be the prelude to years of obligation. The need is not so pressing that such a risk should be taken
What of a Town Hall?
When asked at it would not be possible to utilize the present hotel Buildings as a new Town Hall, and the grounds aa à Municipal park, Mr. Fessenden said that this also: as out of the question. The old Town Hall was used by the Coun cil only for ratepayers meetings.. The police, had quarters there. But ratepayers meetings and the re tention of the police quarters were not enough justification for such step. Ratepayers' meetings could be held as well alsowhere, and there was just as good a police hall in the Municipal buildings.
