We have received, through the courtesy of the Consul-General for Japan in Hong Kong, the text of a speech delivered by Baron Shidehara, Minister for Foreign Affairs, at the Diet on April 25. Besides explaining the wider implications of the London Naval Treaty to which Japan has affixed her signature, Baron Shide. hara made reference at length to the agreement relating to the customs duties between Japan and China which was now ready for signature, the main features of which are the recognition by Japan of China's tariff autonomy and reciprocal andertakings on the part of both countries.

The Foreign Minister faid stress on the point that relinquish- ment by the Powers of a Treaty that guaranteed rights which were of great, material value to them and which they had so long enjoyed rested on the implicit belief that China would not müke use of her new position to modify her customs tariff in such a ways to hamper or destroy her foreign trade. With the growth of Chinese converts to the Catholic faith the Catholic Missions, in China are taking steps to cope with the problem of training an adequate number of priests to serve in the field. As China prepents such a vast area the need for an, up-to- date seminary for the training of Young priests is becoming an urgent

necessity.

It is interesting to learn that one of the biggest enterprises in this direction ever attempted is being launched in this. Colony, the Catholic Missions having "com menced operations for building a modern seminary in Aberdeen -at || a cost of about $200,000. It will probably be ready some time next year, and when finished will be one of the most beautiful buildings in the Colony.
