Part two, it is stated, refers to the method for humanising sub marine warfare discussed this week. Within this Five-Power framework it is suggested that a Three-Power agreement might be embodied, and" this would be dealt with in part three of the proposed draft. MODE, April 11. Chang Hsueh Liang, the Young General of Manchuria, is keenly watheing the development of the political crisis within the Great Wall. His attitude towards Chiang Kai Shek and Yen Hai Shan is obscure and it is understood that he will not express his attitude until war breaks out between the Nanking forces and the Shana Kuominchun troops.

He has dispatch large numbers of troops to Chibli and has built a number of gunboats at Tsingtao. This clearly shows that. Manchuria. will net remain neutral when fight- ing occurs.

Chiang Kai Shek is endeavouring Chang's cooperation against the Shansi-Kuominchun coalition and has offered some im portant posts to Chang's men.
