THE HONG KONG DAILY PRESS, THURSDAY, APRIL 3, 1930. REPORT OF THE PLAYING FIELDS COMMITTEE.

BIG DEVELOPMENT OF ABERDEEN VALLEY STRONGLY RECOMMENDED.

SALE OF CAROLINE HILL AREA SUGGESTED AND OPPOSED.

SHATIN AND NORTH KOWLOON PROPOSALS.

An extremely interesting report has been issued by the Playing Fields Committee over which the Hon. Mr. W, T. Soathorn has presided.

The Committee was a very representative one and has tackled. its subject as broad and generous lines.

The principal proposal is the development of an area of 100 acres in the Aberdeen Valley district at a cost of a million dollars.

The Committee recommend the sale of the Caroline Hill area for building purposes and the proceeds be put to the Aberdeen Valley scheme. Messrs. Lo and Braga, Commander F. H. D. Byron, R... and Capt. C. A. de Linde, R.E., disagree with the sale proposal. The Committee "is unanimous, however, that the Aberdeen scheme should go forward.

The Polo Club-which has already made generous concessions as to the use of its ground. readily consents to removal to the "Aberdeen district. The Happy Golf Course should stay- with modifications. Further development of the Happy Valley area are also suggested."

OVER IN THE MAINLAND.

For Kowloon the big proposals are:-

1. The development of the Park" to the North of King Edward Road and

North and East of the Police training school.

*. The development in the future. of 100 acres at Shatin.

Other proposals include the use of the land East of Chatham Road as temporary playing felds for the various clubs.

We publish below part of the Committee's proposals and the remainder of the report will be given in our issue of Friday.

"The members of the Committee are as follow:-The Hon. W. T. Southorn, C.31.G., The Hon. Mr. HT. Creasy, O.B,E, The Hon. Mr. W. E. L. Shenton, the Hon. Mr. J. P. Braga, Commander F. H.. D. Byron, R.N., Capt. C. A. de Linde, R.E., Messrs. R. Hancock, E. Cock, M. K. Lo and A. el Arculli,

CATERING FOR THE

spaces. areas

We realize that the subject com- mitted to our consideration is one of much immediate interest to the population of Vistoria and Kow- loon and of the utmost import ance for the future.

The neces- sity for adequate open whether

lungs" overcrowded with buildings or as playing fields for the younger generation of town dwellers has been realized only in recent years, and this has been particularly.the case in Hong Kong where the games spirit has been a recent and very rapid growth of modern times among the large Chinese popula tion of the Colony. The inevitable result has been that the City of Victoria is to-day entirely inade quately supplied either with lungs or with playing fields and even in modern Kowloon there are areas without sufficient 'lungs. It is too late now to remedy the mistakes of the past in Victoria and in some parts of Kowloon except at pro. hibitive cost, but we are fortunately just in time to prevent similar mistakes in the undeveloped areas of Kowloon.

With the example of Victoria bc- fore as we have not hesitated to wake generous recommendations for Kowloon We realize that much of the, land recommended for reserva tion is or will be valuable building land, but we have made our recon- mendations advisedly in order to preserve oases in what may one day, become a world of bricks and mortar. It was to such foresight and to such thought for the future that we owe the beauty of the Lon- don Squares and we should like to see Kowloon no less generously pro- vided with open spaces We have been impressed with the rapidity of the growth of Kowloon and we feel that a provision which may appear excessive to-day may possib- ly prove inadequate even within cur own generation.
