MR. W. SCHOFIELD'S APPEAL FOR

PUBLIC CO-OPERATION.

A new statistical branch of the Imports and Exports Office will be opened on April 1, in Beaconsfield Arcade, and we under- stand that the system to be followed by merchants in making returns, will be very similar to, though more up-to-date than that which was in force up till 1025. A special appeal is made to im porters and exporters to co-operate in making this innovation- or rather revival-a success. It is hoped to publish monthly and anaual reports, dealing with the whole of Hong Kong's trade- with Canton, the West River and the Coast as well as goods hand- led by deep sea' ships.

Interviewed by our representative on the matter, Mr. W. Schofield, Assistant Superintendent of Imports and Exports, said:

merchant had to make out permit and send it to the Statistics Office before he could take delivery of goods or send them to a ship for export. The present system may be called a port event or post declaration: for importers and ex porters will not be required to make any report or return till they have received or dispatched their goods.

"With certain exceptions, every article imported into the Colony whether on order or by trader travel ling with his goods, has, in less than seven days, to be reported to the statistics office by the importer on the import declaration form, provided by this office. The seven days are to be counted from the day the importer takes delivery, not from the..arrival of the abip."

In the same way, within seven days after any article is exported the exporter mast fill up an export .declaration form showing what he has done. These forms can be ob tained at the statistics office, and when filled up, may, if desired, be sent to the office by post

"One provision framed to meet local conditions deserves some st

of certain tention. The owners ships are accustomed to charter them for very short periode, first to one firm and then to another, and unless the Statistics Office is able to keep track of these char terings it becomes impossible to find any

one able ar willing to send in manifest, it fer any reason, the charterer neglects to do it. Hence all transfers of the control of ships are in future to be reported to the Statistics office with the name and address of the transforce and in the case of charter, the duration and nature of the charter.

The goods axempted from the regulations include all through cargo remaining on the ship im- porting it, ships stores, personal luggage, articles sent through the Post Office and travellers' samples. Figures of trans-shipment cargo will be kept as far as possible.

THREE TRIALS ON THE

CALENDAR.

There are three cases for trial at the March Criminal Sessions which will open at the Supreme Court at 10 a.m. this morning.

Two of them will be heard by the Prisne Judge (Mr. Justice Wood). Four men, Chung Kau, Chan Chung, Wong Ping and Lo Nam, are charged with of robbery, and three other men, Ya Song, Li Sze and Ip Sui Wat, were committed for trial by the District Officer's Court for the alleged murder of a sampan woman, at Cheung Chau.
