CHAIRMAN:-The time is past for which, the meeting was called. I will ask the Secretary to read the notice convening the meeting. There is &quorum present.
Mr. "TusoN: In terms of Article Three of the Shameen Land Re- gulutions the undersigned hereby Convenes the Annual General Mect- ng of Ratepayers for 5.30 p.m. on Thursday, February 27, 1930, at H.B.M.Consulate-General.
AGENDA.
I. To conarm, the Minutes of the Last Anual General Meeting of Ratepayers held February 28, 1020.
The police force has been kept up to strength, and has shown itself to be a well-balanced and disciplin ed force, giving every satisfaction. In addition to police duties, certain members of the force have been trained in Are drill, with practices taking place at regular intervals. It will be remembered that at the last Annual General Meeting of Ratepayers our Council were em powered to buy an additional fire enging, to renew 1,000 feet of hose, and to buy additional equipment in the shape of water troughs, jump- ing-shests, &c. It was decided to buy a Leyland motor-fire-engine capable of throwing two jets of water to a height of 60 feet, sad pumping 3 gallons of water a the other material, was delivered minute. This engine, together with during the year and has given every satisfaction. Considering the size of, the new engine, it is a splendid example of British workmanship and engineering, whilst the supplies of new hose will be sufficient for at least the next twelve months.

Will somebody Becond that?
Mr. WALKER: I have much plea sure in seconding that resolution.
CHAIRMAN:-Before I put the re- solutions to the meeting has any body any questions to ask?
It is proposed by Mr. Batchelor, Chairman of the Council, and seconded by Mr. Walker, that Resolutions Nos: 3, 4, 5, 6, 7 and 8, which are similar in every respect to those of last year, be adopted. Those in favouri Those against These resolutions are carried.
The waterworks have at times caused some anxity, but with the completion of the sump at the jetty. conditions became easier. You will note from the report on Pages 2 and 3 certain figures which speak, for themselves. By making this sump you will see that an additional 1,033,000 gallons of water were pumped from the river during the year, but 754 hours pumping were saved-meaning a smaller coal bill and less overtime wages. I think you will agree this sump has prov-

of Health.
In addition to the Waterworks, the Public Works Department has carried out the necessary repairs to all buildings, roads, jetties, etc. and all these may be said to be in a very good state of repair.
In referring to the Shameen Nursing Home, it is with very great regret that we had, to say good-bye during the year to our old friend Dr. Reynolds. The Nursing Home, as you know was started by Dr.

ments you have seen there since its inception were entirely due to his energy and enthusiasm. At the last Annual Meeting of Ratepayers the Council were authorised to ex tend the Nursing Home, and in terms of the resolution: an addition al' lenae' was signed covering two more rooms. It is now self-con- tained unit, efficiently furnished, and ready to meet, any emergency. In the place or Dr. Reynolds we welcome Dr. Lancaster as Dur Medical Officer of Health. In re- ferring to the Nursing Home Ac count it will be seen that this institution has cost ratepayers 81.139.27, which is still less than the figure ratepayers, guaranteed to the Canton Hospital in former days. Included in the accounts are certain
capital charges which will not ap pear this year: these charges were necessary to equip the additional spice taken over during the year.
With regard to the accounts, 'I' CHAIRMAN:It is proposed myself and seconded by Mr. Spal-hope you will agree they are very inger that the Minutes of the last satisfactory. Although expenditure was more than anticipated, this Annual General Meeting of Rate-

Mr. BATCHELOR:Mr. Chairman and Gentlemen, The Municipal Report and Accounts have been in your hands for the prescribed period, and need I think but little comment from me...
I am, however, glad to say that the Municipal year once again pass ed without any untoward disturb. arces, and although at the latter end of last year Canton was threa fened-by the neighbouring province of Kwongai, the Nationalist forces were sufficient to counter this menace, and the city was saved the ravages of war. Peace and good order in the city naturally had its good effect an: Shameen, and I am pleased to report that crime was a negligible quantity. Your Coun- cil throughout the year worked in complete harmony with the City Officials, and obtained every assist- ance from the City Police under the able-command of General Au Yeung Kui,
