NEW TALENT AND VARIETY.

Mrs. Wyatt, who organised the musicale given at the Helena May Institute yesterday, has a happy gift for finding new talent. It was she, I believe, who led Miss Jean He Tung and her viola onto the Helena May platform and ycater- day she introduced us to Mrs. W, F. Wilson and Mr. Lin Yat San; and there have been others who might have sung and played un- heard except in their homes, but for Mrs. Wyatts' efforts.

Mrs. W. F. Wilson, as a. lady and a newcomer, must have the the first mention, especially as opened the programme. She has a strong contralto voice and this was very evidently not by any means her first appearance in public as a singer. In point of fact I suspect that she is accustomed to singing in a far bigger room for "many el her stronger notes were marred by echoing back from the end wall. It was in consequence, in the quieter parts of her songs that one realised the charm of her voice most clear ly. "Now Sleeps the Crimson Petal." by Roger Quilter, was her big success and was encored by an enthusiastic audience.

Mr. Lin Yat San is a violinist of delicate perception. He plays with smoothness and a pleasing lack of fireworks. Handell's Sonata in E went well, and II.M. Hain's "Bavaria charmed every one, and was encored. The piece that im- mediately preceeded it De Beriot's "Andante" was less successful. hut there is no doubt that Mr. Lin Ynt Son and Mrs. Wilson are great acquisitions to the Helena May platform.

Miss Norah Achison, in her well spoken recitations, was the only other artiste, and this introduction of the spoken song certainly went well, especially with the charming light accompaniment played by Mr. Mason on the piano. Fie Shep- herd Fie," the second of the three Elizabethan Love Lyrics was loudly encored, and Miss Achison's second entrance was greeted with warm applause.

SCOPE OF THE MINISTRY. NANKING, Feb. 28. An important decision was made this morning at a meeting of the Central Political Council in regard to inter-provincial and municipal communication.

There had been some dispute be- tween the Ministry of Communica- tions and the various provincial governments and municipal ad- ministrations as to the exact scope of the jurisdiction of the Ministry of Communications. The develop ment of certain communications Ey the Ministry in number of pro vinces and cities had been" regarded by the administrations of the lat ter as an encroachment upon their legal rights. As opinions differed on this issue, the Administrative Yuan decided to refer the matter to the Central Political Council, the highest political organ in the Kuomintang. After discussion the latter was referred by the. C.P.C. to the Committee for Economic Affairs for examination.
