The Magistrates, in imposing a fine of 81,000 or twelve months' im- prisonment, said that the penalty laid down in the regulations was definitely intended to apply to per- sons of bad character. They were satisfied that the defendant was not a bad man. It was very probable that he did not intend to dispose of the arms in Hong Kong, or the country. They considered that it was a case of aggravated smuggling. It was pointed out that the Magis trates, in imposing the sentence bad tempered justice. with mercy.
