"THE SAFEST STREET."
A PLEA FOR THE WATER-BUS TO RELIEVE TRAFFIC.
The Rt. Hon. John Burns in an article in the Observer, anys an old friend of Londer steamboats, Mr. A. P. Herbert, has clearly shown the need for the proper use of the Thames.
Both his presentments state with clarity, sentiment, and justice the acethetic, cultural, and commercial case for a system of river steam boats. He urges with a Londoner's pride in his city the wisdom of greater ruaking the Thames, a factor in the mobility of its work- ers, the nobility of its history, the utility of its trade, and the facil: y
of its pleasure.
As the Parliamentary sponsor for the LC.C. service in 1901, I gave expression to similar views, aa, follows, twenty-five years ago,
Events and opinions are moving and their instincts are craving for the Thames becoming the. path of pageant as well as the tide of trade Saturday's great water procession at the opening of the steamboat service, revealed to many the power, i

~A Post's Reparation.
The late Mr. Grorge R. Sims, who knew London well, and who played no small part in defeating in 1907 the Progressive authors of the steamboats, made lyrical reparation in 1020 for his imatake by writing the following appeal for their re vival:-
LONDON RIVER, JULY 4, 1930. London River is deep and wide, London River is fair to see. And I was born by its flowing

In 1900, and other years, owing to failures and liquidation of private companies, all of which have been intermittent failures, the L.C.C. was forced to consider the subject because private enterprise failed, as It always will, on the River Thames.
Its scheme of steamboats, piers and fares was generally approved by Londoners, hut owing to defec tive design of boats, too large paddle boats, too heavy charges and unjust burdens, supplemented by very bad weather, success fancial- ly was not assured.

"Wastrel " was the epithet applied to their authors, and infamously applied. The ser vice was closed, boats sold, piers closed, and a great boon to Londoa terminated. Now many of the abettors of their ending regret their fate.

"Experience has proved that private enterprise cannot succeed breause the elements of success are not within its province. The river should be regarded first as a public amenity, then as a public highway. A steamboat service can be made to pay wholly or partially--and that is only possible if linked up with connecting tramways-then all will be well.
