UNHAPPY PRISONERS OF THE FASCISTS."
PROFESSOR ROSSELLI'S ACCOUNT.
TORTURE IN ISLANDS OF DEPORTATION.
The name of Professor Carlo Possell, formerly Professor of Economics as Genoa University and later a political prisoner on the island of Lipari, is well known, partly because he succeeded some inonths ago in
escaping from Lipat, and partly because when, as a reprisal for that escape, his wife, who is an English woman, was sent to the island the out-cry raised by the English Press secured
her release.

ment, and at the end of that time, instead of being set frêe, they were sent for ive years to the islands of deportation, from which after two years the Professor escaped,
He explained that Italy has to day two kinds of penalty-the ordi- nary legal ones and administrative penalties inflicted by the police authorities, who have limited powers of arrest and detention, without trial, defence, or
eross examination. Some prisoner res main in prison for months at the disposal of the police without knowing why they are there.
He said the lot of the political
prisoners was terrible. Forced into promiscuity with common criminals, their lives were full of suffering and humiliation. From a general point of view the large prisons in North- ern Italy are not so bad, but they are now so crowded that three, and metimes four, prisoners are put into cella eant for one, and there they live night and day except for the hour when they take exercise in small yard. In small prisons, and in all the prisons, large and small, of Southern Italy the condi- tions were terrible.
The saddest thing is that the Ex- ceptional Laws, which were passed at a moment of real or seeming exasperation on the part of the Fasciste, have now been transform ed into fendamental law. These!
I recently read the memoirs of Exceptional Laws, now part of the the patrone who were condemned Fascist penal code, were passed in to life aprisonment under the November 1026, after an
attack had Bourbons (aid the Professor), and, been made on Mussolini's life by a frankly, I a no difference at all 16-year-old Fascist. The sanitary condi. special tribunal whe sat up with tians are terrible, and, as for food, terrible penalties for the crimes of the daily ation for the prisoner is political belief and secret netivity soap and a roll. Thousands of men were sent to the islands of deportation without trial: whose only crime was that they were not in sympathy, with the regime. For instance, you are now condemned to prison in Italy if you attempt to go abroad, not only if you go for political reasons but if you go to find a job.
Newest Form of Torture... Foreigners did not realise, ne said, that Fascists had introduced tortures for political prisoners in the prienas. One man he knew bad been tortured with a rope tightened round his neck till he was nearly Another had been tortur- choked. Now, seven years after Mussolini ed by the application to his feet of has come into power and three a tin filled with boiling water. The years after the passing of those newest form of torture was to the Exceptional Laws, the position is the prisoner in a chair and strike than ever. We feel that him heavily and repeatedly over his Mussolini is a prisoner, even a phy-heart with a hammer covered with sical prisoner, of his own reprèsive rubber. This form of torture was

When asked whether prisoners ever died under these tortures, the Professor said that he could not say whether marders were actually com- nitted in the prisons. Sometimes they read in the newspapers of prisoners who had committed sui dide, and he thought the number of reported suicidee was too high,
specially since the prisoners were, anti-Fascists and, therefore, had a very strong faith that liberty would triumph.
When frst arrested Professor Rosselli was imprisoned in a hor rible prison in the castle of Alales- ina, near Masca Carrera. On the floor above me (he went on) was a women's cell where a fine and deli. cate young lady was imprisoned by the police for ten months simply because her brother, who was also in the prison, was a friend of a man who had made an attempt against She was obliged Mussolini's life, to remain in that cell with pro- stitutes and every sort of common One of the women had erimin). venereal disease in a very advanced stage, and was, of course, a great danger to all the women in the l The young lady tried in vain te per suade the prison authorities to

The professor said that the in- stitution of reprisals against the familjes of anti-Fascists had now become part of Italy's legal system. Fathers paid for their sons, wives! for their husbands. Thousands of Italian homes had been ransacked and the furniture destroyed in front Because of the helo'nse women. he was a friend of Professor Sal- vemini the apartments in which Profeenor Rosselli lived with his mother had been treated in this way in 1923, and his mother's furni- ture destroved.
