When one analyses the qualißen- tions necessary in the successful Soccer player, it is found that,. apart from other qualities, speed, height, and weight play na in- -portant part. It is rarely possible to get a combination of all these qualities in ong individual, but whatever one's weight, with eare and a little forethought, it can be used to advantage.
More than once I have officiated at games where the winger, a smalk, speedy player, has found himself opposed by a burly fullback, and whenever they came into contact the winger had the worst" of the charging. In such cases it is quite common to hear appeals for a foul, claims which are not acceded to. It is, of course, natural sympathy for the little man that prompts the appeals.
What would Soccer be if charging were cut out entirely? There are times, of course, when charging is penalised, when some part other" then the shoulder has been brought into action. When a player wishes. to charge an apponent who is not within shoulder reach, the arm, usually the elbow, is brought into action, and it is only by viewing anch a charge from the correct eagle, and also, at times, from the closest of quarters, that the illegiti mate methods can be detected, and often what may appear to the on- looker to be a fair charge is rightly | penalised by the referee.

A good shoulder - to - shoulder charge is part of the game, and is legitimate, for LAW 9 states:
Charging is permissible, but must not be violent or dangerous. Jump- ing at an opponent, which may easily be confused with charging, is illegal and must on all occasions be promptly penalised."
Punished Heavily.
I recall an occasion where a play- er leaped forward with both feet nt the same time, but owing to the distance being slightly greater than
anticipated he did not jump on to his opponent's feet. A smart caution was given, but the culprit was punished heavily, because, in jumping, be strained himself, and shortly after left the field of play for that day. If the hand, arm, knee, or elbow is brought into play when charging is made, the offender must be promptly punished.,
There are times, however, when charging is not permissible. Dur ing one game & hall was swung into the gualmouth from the wing, and the goalkeeper had his eyes and intentions fixed on the bail. The mind of the opposing centre for- ward was acting otherwise, for while the goalkeeper was jumping up to play the ball he was charged by the centre forward, and both goalkeeper and ball were found in the net.
Cases of this nature are not fre- quent, but no doubt this might ex- plain why certain "perfect" goals have been disallowed by the referee, who has carefully observed the sequence of events.
Law 8 states, "The goalkeeper shall not be charged in his goal area except when he is holding the ball."
