In April the debate over the con- struction of the firet of the Ver- sailles Treaty cruisers was revived in the Reichstag, when the second annual cruiser appropriation came up for consideration. It appeared at one. time that the appropriation would be defeated and that the Coalition Government might resign in consequence.. The Communists opposed this item and the Nation- alists made known their opposition to the Budget as a whole. The Socialist members of the Reichstag aiso announced their opposition in the face of the decision of the So- cialist Cabinet members to support

many.

Soon thereafter the Nationalists ander, the leadership of Alfred Hügenberg, industrialist and paper owner, announced would seek & nationale reer dum directed toward the popular enactment of a law which in effect would have compelled Germany to. reject the Young Plan. The last two weeks of October were set aside for the signing of the petition for arelerendum. The signatures of 10 per cent. of the eligible voters of the country were needed, or about 4,100,000, and this figure was barely attained. The Nationalists were then faced with the task of bringing out half the registered voters of the country, in order to make the referendum valid, and of these casting ballots a majority

Unemployment.

The

Economically the year started ment and with a slackening of busi- out with record-breaking unemploy- css activity due to a large extent to the coldent, winter Germanay has Arctic spell continued unbroken for experienced in 200 years, almost two months, during which the temperature was almost con- stantly below zero, and it was ac- companied by an influenza and pneumonia epidemic that proved costly to business. At one time 15 per cent of the employees of the larger Berlin business houses and department-stores were reported on the sick list.

Fall of the Mark. With the advent of spring busi- ness improved to a slight degree, but the inability of German firms to borrow new capital in large amounts in the United States or elsewhere prevented healthy and necessary expansion, Then, in April, when it appeared that the Paris reparations negotiations were to ead in failure, economie depres- aion again hit Germany, foreign deposits were withdrawn to a dan- gerous extent, the money-market be- came disorganized, and the mark began to fall. Intervention by the Reichshank through the raising of its re-discount rate and through the rationing of credit served stabilize the situation, but it was several weeks before business and finance recovered from the shock.
