Importers and Exporters.
Every person who imports any articles by sea, land, or air shall within seven days after taking de livery of such article furnish to the Superintendent na accurate and completo import declaration to such dix, or in such Chinese translation article in form No. 1 in the Appen- thereof as may be approved by the Superintendent.
Every "person who exports any article by sen, land or air shall within seven days after exportation furnish to the Superintendent an accurate and complete export de claration relating to such article in form No. 2 in the Appendix, or in such Chinese translation thereof as may be approved by the Super- intendent.
Owners and Mastara.
The owner and master of every ship which arrives within the waters of the Colony shall within 48 hours of the arrival of the ship furnish to the Superintendent an accurate and complete import manifest con- taining a statement of all articles imported by such ship with the fol- lowing particulars of each article:- (a) Number and description of
packages.
(b) Distinguishing marks of nuis-
bers.

(e) Description of goods. (d) Consigner. (e) Consignee's name. and ad-
dress.
Definitions.
In these regulations:- (1) "Person
includes a body corporate and a firm. (2) "Ship" includes every des
cription of vessel used in navigation and all aircraft. (3) Shipowner or owner of a ship" includes the agents and charterers of a ship. (4) Transhipment enrgo means cargo which remains, during all the time that it is in the Colony, under the control of the shipowner in his capacity Buch, whether од A thorough bill of lading or otherwise.

(5) Transit cargo" means cargo Passing through the waters of the Colony without tranship-
ment.
Exceptions. Nothing in these regulations shall apply to the following:--
(a) Transit cargo and tranship-
ment cargo.
(b) Articles imported or exported by the Colonial Government of the Naval or Military Authorities or the Royal Air Force..

(c) Ship's stores. (d) Personal baggage, within the limits of weight carried free under pasange ticket and com- prising only articles and goods for personal use or consump tion:
(e) Articles imported or exported
by means of the Post Office. (f) Travellers' samples, if nut
for sale.
(g) Articles imported from or ex- ported to such particular place or places as shall be notified from time to time by the Superintendent,
ONE PER CENT. NOTE TAX.
CONCESSION TO, H.K. & SHANGHAI BANK.
Under ад amendment of the Schedule of the Stamp Ordinance, the Hong Kong and Shanghai Banking Corporation is to be re- lieved of payment of the 1 per cent. tax on its noto issue above the value of $45,000,000.
This to be effected by adding to Heading No. 9 in the Schedule the following provisor.
"Provided also that with effect from the 10th December, 1920, and pending the further order or re. gulation of the Governor in Coun- cil the duty on bank notes of the Hong Kong and Shanghai Banking Corporation shall not exceed one per cent, per annum: on 845,000,000 of the "aggregate bank note issues of such corporation.”
The Bank's present note issue ex- ceeds the aum mentioned, so that the effect of the amendment will be. relieved of the tax
The concession now made by the Government follows representa- tions which were made by local Banks last month, when it was de cided to petition the authorities to remove the 1 per cent, tax: in so far as that portion of the note is Kue against silver dollars was con-
