PROPOSED CHANGES.
The Committee appointed by the President of the Board of Trade in 1927 to advise on the load-line for ships make some important re- commendations in their report, which was issued last month.
Mesars. Pentreath & Co. have forwarded us the following letter
In framing new rules for deter- dated, November 13 from Messrs

doubtedly limited, especially since" the beginning of the present cen tury, the employment of British shipping in the timber trade to this country and have discouraged the building of steamers "specially suitable for the trade. The condi tions imposed by the regulations create anomalies which bring them into disrepute." They recommend that new legislation should be pass- ed empowering the Board of Trade to make regulations for the carri age of timber deck cargoes and to modify them, due regard being paid to any reprezentations made by the interests concerned. They farther recommend, that these new regulations should apply to al ships carrying timber deck cargoes when engaged on any voyage at any time of the year.
writes as follows-
"The American car industry is certainly not so badly affected as people appear to imagine, and tyre prices can easily be cut very con siderably without materially affect ing the large manufacturera.
It seems to us as though we have come through the worst period, and the prevailing gloom is likely to be dispelled at any moment. The mar ket is technically sound and strong after heavy liquidation by weak halders, and manufacturers are bay- ing steadily at the present level.
There must be an event! fall- ing off both in native production and of those small estates which are compelled to work at a loss at the present level."
"As jou are aware, we have for same time foreseen lower prices, but even though the market may yet re- net downwards a little, we are now more or less at an attractive level, and it is quite on the cards we may sea repetition of January's very tharp rise, with everyour rushing to cover short positions."
Rubber is like most of the other commodities-declining on account of the general depression which pre- vails. This situation should end very shortly as we are now getting down to a very safe price for the article.

Experiments have recently heen nade with a system of optical directo 7 pm-Programme of Colum- tion signals at sea. The new dirge tion indicators are similar to those used for motor-car traffic, and con- sist of lighted arrows. For pur poses of road trafo the lighted ar- row system is in almost general use in Holland and Germany, but has not been widely adoped in either France or Great Britain.
The regulation signals in inter- national use for steam vessels ap proaching each other on the high seas are made on a siren az fol. lows:-One short, blast, indicating
I go to starboard;" two short blasts, indicating "I go to port." There are, however, many circum- stances in which these signals may be indistinctly heard or wrongly understood on board the vessel for which they are intended. The use of air whistles, with which most motor vessels are equipped, is re garded ns still less satisfactory than the siren signala of steam vessels, and there is little doubt that the combined use of optical and sound signals will largely diminish the chances of collision
at sea.
The optical direction indicator system consists of three arroWS one amidship, hori intal, with the "point to port; one midship, hori- zontal, with the point to starboard: and one amidship, vertical, with the point upwards. When light- ed, these arrows mean respectively; "I go to port," "I go to star board," and I continue my direc- tion and request you to inform me which direction you will take."

Oll Tankers,
The principle is accepted of lond ing tankers deeper than ordinary cargo ships, but to what extent the Committee found to be a most dif fcult problem. In these circum- stances," add the Committen, and having regard to, the fact that we are strongly of opinion that this question of increased. draught is primarily one for international agreement after impartial consi- deration at an international con- ference, we feel that if we recom- mend a special table of "freeboard" for tankers it may be taken as pre- judicial to impartial international consideration. We therefore leave the amount of deeper loading for international decision.".
On the question of seasonal load lines a deputation had been receiv ed from the Chamber of Shipping of the United Kingdom and the Liverpool Steamship Owners' As- sociation, who made it clear that shipowners were in favour of the principle embodied in the zonal system adopted by the Zones Com- mittee that ship must be loaded to the load line marks appropriate to the zones through which they were passing. and that shipmasters in loading their ships must make due allowances for the through which they would The deputation expressed a wish that the regulations ultimately nd- opted abould be agreed internation- | ally before being applied to British | ships. On the question of international agreement, the Committee recom- mend that, in view of the general understanding that an internaion. al conference on the load lines of merchant ships will be convened in the near future with the object of obtaining international agreement un the subject, the adoption of the rules be postponed until the result of that conference is known.
They further state." that in the event of international rules being adopted, it is of vital importance that arrangements be agreed for the uniform application of these rules, and for preventing the con- travention of the rules by overload- ing by any other means,"
