A great deal has been heard of late of the Sheng Kung Pao for- ture and the alleged attempt of the Nationalist Government to secure this property by putting pressure upon the Shanghai Pro- visional Court judges before whoot proceedings are being taken. It is alleged that two judges have re- signed as a protest against the action of certain political person- ages in this matter,

that at the conference at Kyoto it was the subject of a great deal of very unfavourable comment also that foreign diplomatic circles are keenly interested in the matter. More widespread and intense is the perturbation evinced, when it can he safely expressed, by the well-to- do Chinese in Shanghai, who are naturally alarmed at what appears to be the exercise of ruthless im- perial power during the tutelage period.

Ironical Congratulations.

All fair-minded persong must, however, congratulate the Nanking administration on the high moral principles by which they are actu- ated even though it means riding rough-shod over popular concep tions of justice. On the other hand, however, in the grim deter. mination, at all costs, unswerving. tyto follow the path of moral rectitude even to visiting the sins of the fathers to the third and noll- fourth generations, certain ethical considerations may bave been overlooked.

Sheng Kung Pao was undoubted ly a very great mau. Although more than 18 years have elapsed since his death" (and he was then over 70 years of age) his brilliant genius had already rightly appre hended that China's best means of achieving national prosperity and prestige and an equality status with other world. It was Sheng Kung Pao's initia tive, enterprise and genius for organization and his

acumen in the selection of capable foreign and native experts that assisted greatly in the foundation of China's tele- graph service, the China Mer- chants' Steam Navigation Com- pany, the Han Yeh Ping Company, the Pinghsiang Colliery, the Im perial (now the Commercial) Bank, the San Sing Cotton Mill—all basic industries of national im- portance as well as insurance com- panies and many other commercinl enterprises. He might almost be considered as the father of China's industrial development on modern lines. It is estimated that the vari ous enterprises initiated by him have, for more than a quarter of a century, continuously provided for nearly 10,000 families. During this period at least $30,000,000 to $40,000,000 has been distributed in wages. This is a very rough esti- mate and probably much too con- servative. The San Sing Cotton, Company which now appears to be attracting the attention of the "powers that ba" was founded, it is understood, by the late Sheng Kung Pao over 40 years ago and

Sheng Kung Pao's last efforte in his official life were devoted to- wards the nationalization and stan- dardization of the railways of China and one of his last conscious acts before his death was to be queath a special fund of Tls. 5,000,000 for charitable purposes. Since his death his widow has on necasions made munificent contri- butions to charity including one, I believe, of $150,000 towards the re- lief of the sufferers of the terrible' foods which devastated North China some years ago.

Burely whatever the Inte Sheng Kung Pao's shortcomings may have been these should not be permitted completely to overshadow the great services rendered not only to his own day and generation but to those that have followed and are still to follow.
