WHITE RUSSIAN LEADER SECURES YEN 1,400,000 IN JAPAN.
ABORTIVE DIPLOMATIC EFFORTS TO PREVENT PAYMENT.
Toxro, October 14.-It is under stood the Russian Ambassador, Mr. Troyanowsky, visited Baron Shide hara, Foreign Minister, on October: 10, to ask him to investigate the circumstances of the payment of a 8027 amounting to about Yen 1,400,000, by the Yokohama Specie Bank to Ataman Semenoff, the widely-known. White Russian leader, and Michael Podtingin, former Taarist Military Attache in Tekye.
It is alleged the bank turned ever the money to the two White Rus- siaga, or their agents, about 19.30 o'clock on the morning of October 10, in Yokohama, Ownership of the sum has been long in dispute in the Japanese Courts. The Soviet Government took the position that it was the property of the Russian State, and could not legally be de livered to Semenof, or to Podtin gin, who deposited the money in the bank several years ago.
Moscow, it is understood, fears the money will be used to finance White Russian bands in Manchuria who

During the revolution Soviet forces captured the bank and the store of gold. Later, however, they were forced to retreat from Kazan by Admiral Koltchak, the leader of the anti-Soviet Siberian Republit

The Soviet Argument.
The Soviet Government then took the position that the Treaty of 1925 between Japan and the U.S.S.R., which turned over to Soviet Russia all properties of preceding Russian Governments, clearly entitled it to this sum in the Yokohama Specie Bank. The gold was part of a Russian Government (the defunct expended fund of a preceding Far Eastern Republic), and hence became the property of the Soviets when they gained control of al Korsia, it was argued...
The gold originally was seized in 1913 by Koltechak from the Soviets,
