CEYLON'S BUDGET

PASSED.

THREE DAYS' STRENUOUS DEBATE.

Colombo.--After sitting for three days, the Legislative Council pass. ad the third reading of the Budget, This year's Budget has not only been the most controversial one ever introduced in Council, but it near- ly brought about a crisis which would have resulted in serious com plication. Happily, however, Conciliatory attitude prevailed, both with the Government and among the non-official members of Council, and the crisis was avert vd.

Resalling the Riots. When the objectionable" cuts came up for discussion, some of the non-officials 'grimly opposed, them only to be defeated by large majori ties One of these was the "vote to increase the salary of Mr. H. L. Dewbiggin, Inspector-General of Police, by Rs. 1,500 a year. Mr. E. W. Perera opposed the vote, and in doing so recalled, the dark days of 1915 when a large number of Sinhalese were shot. It was a chul- leuge to public opinion, declared Mr. Perers, to move this extra per- sonal pensionable allowance for the conspicuous services of Mr. Dow- biggin, who was responsible for ne tion against the people of the youn try which shocked the conscience of mankind.

His Jungle.

Another vote which was vehement- ly opposed was that for Govern- meut servants' passages and holi- day warrants Mr. H. R. Free man, a European ex-Government Agent and now a territorial mem- ber was among those who opposed. Mr. Freeman only returned to the Island yesterday after a holiday. After listening to the debate for several hours he remarked, "I re- turned to the Island to-day after a sixty days' holiday only to find the Government intends to certify this vote. I learned this in ad- vance of this debate, and I also learned in the same breath that the Governor had extended the life of the Council for 1 do not know how long. I ask you whether these two simultaneous and conflicting ac tions are a sensible way of govern- ing this country? Why did not the Government allow the life of this Council to lapse in its Gifth year this month, and allow the mem- bers to take the opinion of the elce- tors! I do not intend to be in- timidated into any vote in this Council, and I intend, therefore, to take the next train back to my jungle, and I hope to find more useful work to do there." Saying this Mr. Freeman walked out the Council. The vote was passed.

Mr. Freeman since he retired from Government, has lived among the villagers of the North Central Province where he was the Govern ment Agent. He is greatly liked by the jungle villagers as he has been of great help to them. He was returned, unopposedt, to Coun ell as a territorial member.

A Shaky Constitution. Another vigorous speech on the opposition side was made by Sir P. Ramanathan, who, referring to the attitude adopted by the officials, said It is simply disgraceful. We are here to speak as the representa tives of the people, and when we express our opinions, the loca) off- Eers attempt to force their own ideas upon this Council. Our Con- stitution should have been per manent, but it is shaky in a way that is discreditable, and it may
