The official order calls for the unbroken work-week wherever pos- sible, which began with the new fiscal year, on October 1. Numer- our industrial "establishments and Government offices throughout the, Union, however, have already in- stituted the arrangement. The Council of People's Commissars really no more than added the force, of the official voice to a movement which has been under way for months.
The mining industry and other sources of raw material were the first to go over to the uninterrupted week; also the building trades. These. of course, are basic in the grandiose efforts to industrialize the country and must serve 33 foundation for the others.
♫
The wenk point of the whole scheme, indeed, is that in many in- stances there is scarcely enough work to keep machines busy six days a week. let alone seven. There is particularly a shortage of black metal-iron, steel, etc.--which is interfering with expanding manu. factures.
