The P.W.D. water return for the month of August shows that the Island Reservoire now contain 1,818 million gallons, which means they are only 300 million gallons short of full supply. There are 70 million gallone more than at the same time last year. Tytam Tuk is still 13 ft. other reservoirs (except the small 7 inches below overflow but the Wong Nei Chung, 4 ft. 1 inch below overflow) are level with overflow.

Consumption on the Island works out at 14 gallons per head per day against 94.8 last August.

IMPORTS AND EXPORTS OFFICE.

For the Monopoly Analyst we re- commend a scale of £700 rising to £1,050 by annual increments of £30, 2 of £60, 2 of £30-aid 1 of £20. The emoluments of this post will require reconsideration when the Opium Monopoly is abolished.

The Chic Preventive Officer is. we consider, inadequately paid. He ehould rank with, pnd receive the same salary we have, recom-. mended for Chief Inspectors of Police and Chief Inspector of the Sanitary Department. Th post is a most important one. W recom- mend, therefore, a scale of £600, rising by £ annually, to £700 per

annum.

For the Senior Revenue Officer we recommend £475 rising by £20 an ually to £375 per annum, for Revenue Officer 1st Class £370 to £430 by Rib annually and for Revenue Officers 2nd Class £50 rising to 2350 by 5 annually incre ments of £10 and 9 of £20.

The Opium Staff in the Factory, Packing Room and Sales Depart- ment we consider is adequately paid, bearing in mind that the men are employed on part time work only and have in most cases other occupation for the remainder of the day. The messenger who, we under stand, is on full time duty, should receive the pay we have suggested for his grade, amely, $150 to 201 by $10 after 3, 8, 9 and 19 years.

HARBOUR DEPARTMENT. «

For the Harbour Master we re commend salary of £1,350 rising by £50 annually to £1,000 per annum, the Deputy Harbour Master £1,00 to £1,200 by £50 annually, and the Assistant Harbour Master £650 rising to £950 by 5 annual in- crements of £30, 4 of £60 and 1 of £30.

For the Chief Boarding Officer and Chief Inspector of Junks and Cargo Boats we recommend scale of £525 rising by 22 nanually to 2025 and for the Boarding Officers £400 to £620 by £20 annually. The Chief Assistant Inspector of Juaks and Cargo Bonts should receive £370 to 2430 by £15 annually. For the senior Assistant Inspector of Junks and Cargo Boats we suggest a scale of $2,700, rising by $100 annually to $3,200, and for the junior Assistants $2,000 to $2,000 by 875 annually.

One post of Assistant Superin. tendent, held by an officer promoted from Chief Inspector, is on a special acale. For him we recommend a scale of £780 rising to £930 by £60 annually.

For the European Contingent of the Police Force we scales as follows:-

We recommend the following scales for the Chinese Contingent, both Cantonese and Weihaiwei men:-

Inspectors 8000. Sergeant Majors and Principal Chinese Detectives 8720.. Sergeants $480," Lance Sergeants 8306.

Constables 1st Class 6312 to 8300

by $19 annually.

Constables 2nd Class 8240 to $300

by 812 annually. The female searchers should be graded, 1 at 8182 to $240 and the remainder at 8158 to 8204 by $12 after 3, 6, 9 and 12 years.

Assistant Warders $8360 to $420 by.

812 annually; Guards $240 for first 6 months and then 8288 to 8348, by $12 an- nually.

VOLUNTEER DEFENCE CORPS.

The allowance at present paid to the Commandant is purely nominal and it is therefore, impossible for us to comment on its adequacy or otherwise. The pay of the Adjutant is fixed in dollars and is, the result of an arrangement made by the Colonial Government with the War Office for the seconding of a Mili- tary Officer for duty with the Corps. We imagine that this will be done there is therefore no object in bur each time a vacancy occurs and
