A Bill intituled an Ordinance to amend the law relating to acces- sories to and abetters of indictable offences" will introduced into the Legislative Council at next Thara- day's meeting. It stiffens the law with regard to accessories to crimes -before and after the act and is of special importance in piracy pro-

7-Every person who aids, abets, counnels, or procures the commis

Paris-Although both the Quai d'Orsay in Paris and the Foreign Office in London make every effort to pretend to know nothing about it, there is a serious dispute as to the ownership of three tiny islands, the Minquieres, lying between the Jersey Islands and St. Malo, en. the French coast.

The Minquieres, like the Jersey islands themselves, form part of the old Duchy of Normandy. Al- though these islands are within a few miles of the French coast and are French by tradition and langu- age the Jersey group has belonged to England for centuries.

Bathed by the Gulf Stream," the islands have a climate like Florida, in strange contrast to the French mainland where the winters are rigorous. A Paris millionaire, M. Henri Leroux, prominent as benvy plunger on the Bourse, de cided to build a castle. on one of the Miniquieres.

In the Name of the King1" Believing that the island was French, he applied to the French Authorities at St. Lo and obtained written authorization to build on the island and a rental lease of 90 years on the whole island.

The officials at St. Helier, in Jersey, heard of the building and or dered work atopped in the name of King George of England. The pretext is that the islands form part of the Duchy of Normandy, and that to prove the sovereignty of the British King, a Union Jack is unfurled, symbolically, one day each year over the island.
