At one table sat two foreigners. One was from the United States on a business visit to Kaifong; the other was a local resident of many years' standing.
A swell car and a swell gir!!" observed the visitor.
"Yes," replied the old resident. It must cost a lot of money, and the wonder is that that man of all persons should dare to spend it."
"Dare to spend it? What do you mean?" asked the visitor.
"Well,
you see," replied the old resident, it is the same old tale. That man whom you saw a few minutes ago is a Revising Officer. One of those for whom broad-mind- ed public citizens agitate for better pay or, to be more precise, better exchange on their sterling salary. That man spends money like water,

cerned about the rate of exchange on his pay."
"I reckon you pay Revising Officers pretty well in Kaifong, said the man from U.S.A.
"It's not that, my friend. His pay is not his only income. You can't roll about in a swell car like that on $300 or $400 a month. You can't come here to tea every day and walk about with such attractive women as the lady you saw a few minutes ago on a Revising Officers pay. No, sir. Our friend's affle enge is not because of the high salary he earns, but rather to the position he holds. It looks lacra. tive."

She is the daughter of some well-to-do resident."

"How he can be afford all this 7" asked our visitor.
"Ha! The same old question? Therefore I am justified in giving the same old answer. His pay is not all he earca, I think."
"Isn't that fanny asked the visitor. "You told me something" about a Revising Officer while we were having tea, and now you are talking of your police officers. Surely the Government is doing something 1."
"I daresay they would leave no stone unturned to put a stop to this sort of thing, if they knew what to dot But what can they do? Where is the evidence 1
"Has anybody ever been sent to gol in Kaifong for such work Has any graft ever come to light?" asked the visitor.
Ob. yes! Things were getting so easy that some Chinese detectives worked out a system recently, and extorted money from the hawkers. Unfortunately for them the hawk. ers tarned round, and although
they had submitted to being bled in the past, systematic bleeding was too much for them! A number of
detectives went to gaol, and recent- ly a number. had to run away. Then they caught a policeman the other day who had been squeezing some of the people whom he was supposed to be looking after, and he went to gaol, but otherwise everything seems to be going on merry and bright as usual.'

On the way, the two friends, who were riding in a public car, wore over- taken by a brightly-coloured two stater, one of the newest models just getting known in Kaifong.
The visitor asked if there was no rule of the road, and whether the man driving the two-seater was not going too fast?
"He may be going fast," said the old resident, but no one is going to stop him. The traffic policemen salute that man as he passes, and there is no chance of uny officer stopping that man!"

By this time, the two friends had reached the beach, and the tide being high and the afternoon hot, they plunged into the sea and for- got everything save the cool waters.
