Wasteful Expenditure. Referring to non-agricultural or athan thrift and loan societies, c. Cavendish says:-

When co-operation started in this country in 1921 there were certain outstanding economic needs which bad for years, more or less, demand ed satisfaction. The actual nature and extent of these needs was then unknowo and is still largely un known.

The elimination of this wasteful practice is the crucial factor in the rice growing industry, for on it de peads whether padi planting in Malaya is to remain a paying Pro- position

Urban Indebtedness.

The other outstanding economic evil was urban indebtedness. Usury is a curse which has afflicted Asiatic employees of every class in all Gov- ernment, Municipal and Mercantile Offices for many years, and which has seriously impaired their work- ing efficiency. Following the policy adopted by the Straits Government in 889, the Public Servanta Liabi- lities Enactment was brought into force in every State in the Federa tion in the nineties of last century. the Urban Thrift and Loan Serie- ties is colossal in comparison with these last mentioned figures.

"The Thrift and Loan Societies, which have now been established for the benefit of urban employees gen- erally can very well lay claim to have provided the remedy for this long-standing social evil of debt with their steadily expanding capital approximately of 82,000,000 and their surplus assets exceeding.

It is a noteworthy fact that a conference of delegates of all the Thrift and Loan Societies in Malaya passed a resolution by a large majority last year, that the Public Servants Liabilities Enact- ment was no longer required and might be repealed as it was inimical to the work of such societies.
