LIVELY DEBATE AT ANNUAL GENERAL MEETING.
APPOINTMENT OF NEW TREASURERS APPROVED.

GOAL AVERAGE QUESTION.
Matters of considerable interest were discussed at the annual general meeting of the Hong Kong Football Association held in their office at the French Bank Building yesterday. The business included the appointment of new Treasurers, a decision to decide league positions in future on goal average, when points percentages are equal, and the taking over control of the Amateur Football League,
Mfr. Duncan suggested that an, improve football but would be a Association sub-committee should retrograde step. While he did not assist the Treasurura,
intend to cast any slur on the Somersets, he thought their goal average was not properly earned in that the other side scored some goals for them.
Supporting this suggestion, which Mr. James said was an admirable one, he asked Mr. Dunean ta put it in the form of an animent. Mr. Dupean, however, preferred not to do so, and he said he would leave it for the consideration of the Council,
The appointment of the Treasurers was approved by the rule being passed.
Appeal Board.

Mr. Duncan moved the deletion from the rule of a clause aliowing for appeals from a decision of the Council being made to an Appeals Board, which will be appointed by the Council. He said that the Council were virtually setting up a them. "A representative of the Ap-body to sit in judgment upon them.

was lost when put to the vote.
Put to the meeting, however, the Sorgt. amendment proposed by Walker was carried.
With few exceptions all the amendments to the rules which came for consideration before the meet- ing were passed.
Election of Officers.
A proposal to re-elect last year's i Fresident and Vice-Presidents waa. greeted with applause, and Mr. Dyer expressed his thanks, pointing out that the Hon. Dr. Kotewall was unavoidably absent owing to a visit to Macao. He assured the meeting of the great honour they had accorded him in the re-election. Mr. Dyer was the President, asso- Kotewall, C.M.G., LL.D., and Mr. P. P. J. Wodehouse, C.I.E., as Vice-Presidents.

The annual report and balance sheet and a separate balance sheet dealing with interport account were adopted with practically no discus- sien.
Amateur Football League: The following resolution was con- sidered:-
That this general meeting of Clubs affiliated to the Hong Kong Football Association approve of the taking over of the Hong Kong Amateur Football League as from July 1, 1999."
The necessity for such an appoint. ment was stressed by Mr. Hall, who said that the gate receipts had increased to such a extent that the Conscit felt they were asking too much of the Honorary Secretary. A considerable sum was taken in gate be looked money which had to after, counted, and paid in to the Bank. A firm of Chartered Ac-
countants had expressed their will ingness to do the work of collecting subscriptions, gate money, and the checking and banking of auch funds, also preparation of balance sheets. The busis arranged was two per cent of the net gate receipts ench month, with a minimum of 85, and 350 a month for making up the ac- counts. Last year the gate receipts amounted to roughly $30,000 and on that basis it would mean a total fee of $1,200 a year for the firm. He added that ticket collectors are paid by the Association.
Mr. Hall explained that in the past the Hong Kong Amateur Foot- ball League was a separate body, and it was now proposed to bring it under the control of the Associn- tion so as to unify matters.
This was supported by Mr. James, who said there was no need to waste time unless objections were going Firm's Appointment Questioned. to be raised. He said that he was A strong plea that serious con. the proposer of the resolution, and

The resolution, proposed by the would be involved in serious finan Chairman, and seconded by Mr.cial difficulty. He pointed out that hitherto the Association officials and Stokes, was carried.
those of other Clubs exercised con- trn over the gates, and to his mind it was doubtful if under the new arrangement they could get the same supervision or that they have the people to do it.
Discussion on Finance Control. The question of appointing a firm of Chartered Accountants to look after the finances led to much dis- cussion. The question arose in con-
