RESULTS IN SMALL SUPPLE MENTARY APPROPRIATION.

UNDERSTAFFED GOVERN-`

MENT DEPARTMENTS.

At yesterday's meeting of the Legislative Council. the Colonial Secretary, the Hou, Mr. D. W. Tratman, moved the årst reading of a Bill to authorise the appropria- tion of a supplementary sum of 802,104.70 to defray the charges of the year, 1929.

This is the smallest supplementary appropriation figure for many year, said the Colonial Secretary. It is smaller even than that for 1927; which was itself a record for recent

times, and it reflects an increasing closeness of financial control and care in cutting the administrative coat according to the legislature's allowance of cloth.

"THE WALTZ DREAM."

GERMAN PRODUCTION AT THE QUEEN'S.

SOME CONTRASTS WITH HOLLYWOOD,

(BY OUR FILM CRITIC]

The Waltz Dream," a film veri sion of the musical comedy built up round Johnan Struus's waltzes, is German U.F.A. production, and interesting on that account

since we see, so few of any but American Elms here.

You are struck at once by points|| of difference between German aad' American films. The acting is lat less artificial, and the lighting far more so thaa ja an Americaa film.

Cardboard romance as "The Waltz

In fact, the total expenditure for Corpa Headquarters at 6 p.m. on Dream" is, the players

the year is only $27,230,242 03 against the authorised budget of $32,183,0-15.

Lapsing salaries are among the causes of savings on a number of beads and while some of these are attributable to calculated economy, others are due to the difficulty of attracting an adequate supply of recruits to certain branches of this Government's service, notably the Medical and Education Depart. ments which have been, and are still, understaffed in respect of home recruited officers.

The Finance Committee's Report gives the principal beads showing excess expenditure. Of these the first item that for the Railway-is more than counterbalanced by an excess of revenue resulting from the

ed to attend.

with Canton.

This traffic has only been made practicable by the use of the engines of the British Section and its main- tenance refects great credit on the staff of the department especially those responsible for making and keeping the engines fit for a type of duty for which they were never designed.

A Gratifying Item. The second item of excess is also, in a sense, a matter for congratu- lation because increased military contribution indicates increased re- venue. Revenue, in fact, was nearly 85,000,000 more than the estimate for the year and even when allow- Ance has been made "for recredits arising from the new policy of deve- lopment by loan, there is still a handsome surplus nearly $3,000,000 of which the most gratifying item is the figure for land sales which realised nearly a million and a half above the estimate.

There is no better index of the Colony's progress and prosperity than the demand for land within its borders. The speaker was happy to be able to say that, despite the in- vasions of the smuggler into the apium "monopoly, revenue continues to be well above the average of the budget for the year, and if there are naxious and expensive days thead, he had no doubt that the Government will face them 19 courageously and survive them as triumphantly as other and varied tribulations of the past.

The Bill, which passed the first reading, Was seconded by the Colonial Treasurer, the Hua Mr: M. J. Breen.
