We adjourned to the dining-car for dinner, and here again we were net with equipment and furniture superior to any that I have seen on any other railway to the world.

We slept well and comfortably, the train arriving at Moscow some few minutes ahead of time, about 10.30 the next morning. In the spacious station-yard some forty taxicabs were lined up, and large groups of people, controlled by the police, gave us a hearty welcome.
Our hearts sank, and a shadow fell over the members of the dele- ration, as we drove through the dreary streets of Moscow. It seem- ed an endless drive over roads which can only be compared with a ploughed field er a shell-riddled battle ground.
At the botel we were cheered by finding comfortably furnished bed rooms, and a little inter by a well- served and substantial lunch.
It was the intention of the authorities to extend recon- struction, but only to extent that they were lible to pay for the work on the day when the money was due. In this connection they members of the delegation who were. were ready to discus with those concerned in road construction, and to place with them substantial con- tracts to be paid for over a period.

I followed by this line of thought the next day and visited a drapery store. A consignment of coats had arrived, not more than a score or 30, and some sixty or eighty buyers. were trying to purchase them.
Further investigation showed that the solution to these problema lies in the matter of fance, and one deplores that among our delegation were no bankers. In fact, I cannot help feeling this was a sad omission.
I made inquiries of representa- tives of other countries who have been trading with Russia with re gard to payment, and in every case received the same reply, that never since the Revolution had payment from Itussia even failed by a single cent or been delayed a single day.
On the other hand, one is forced to realise that there is much to be done on both sides before we and other countries can reap the full benefit and supply the urgent needs of this great nation.
Russia has formulated what she ealls the five-year scherne." That is to say, she hopes, over a period of five years, to equip her factories, repair her roads, to meet in some measure the house shortage, and at the end of that time to be indepen- deat and, further, to have so established certain industries as to be in a position to export to the various markets of the world.
