LONDON SPREADING ITS WINGS.
NOISE, DIRT, AND TRAFFIC PROBLEMS.
POPULATION NEARLY TWICE THAT OF SCOTLAND..
HUMAN BEINGS HOPELESSLY OVER-CROWDED.
The constant growth of London is leading to ever-increasing diffi- cuity in the solution of the problems that arise when vast masses of people are crowded together in a limited ares. Perhaps the most strongly emphasised of these pro- blems at the present moment is the problem of traffic. The streeta have become so crowded with vehicles that in many cases travellers by car or omnibus move, more slowly than if they walked on foot. At the same time, through efforts to maintain a higher rate of speed, there is a heavy toll of daily death, far exceeding past records. Even in the last few years there has been an enormous increase in the number if street accidents. In Greater Lon- dor the number of persons killed in the streets in the year 1920 was 637; by 1927 that figure had risen to 1,071. In the same period the number of persons injured rose from 21,000 to 49,000.

Accompanying this constant toll of accident and death is the ever- increasing noise of the motor traffic, which is specially to be condemned when the traffic passes bospitals and nursing homes. In addition, there is the damage done to houses by the vibration caused by beavy vehicles.

In particular, there is no obvious reason why such a business as the Post Office Savings Bank, involving of clerical an immense amount labour, should not be established in some provincial town. On'a smaller scale as regards numbers, a good deal of bureaucratic decentralisa: tion might be secured by extending local self-goverment. This, by the way, is one of the points emphasis ed by the recently established group of Home Rulers for Scotland, who complain that matters concerning Cable Address: "VICTORIA." There is also the problem of clear- ing away the rubbish that the pecupants of each house daily de- posit in the street to be removed hy dustearts.. Owing to the care- lessness of the householder, much of this rubbish ia pus into the street in such a way that it can easily be blown about, and thus creates not merely untidiness but also in in some cases sources of infection.

Transference of Industries. This drastic effort to check the futile, and a few decades later the Act was allowed to lapse. If we nro to get any improvement in the present situation we must ap proach the problem from the point of view of how we can best contrive to divert the population to other areas. Most public mer in Eng land are now keen on advocating emigration, buy unfortunately the Dominions make no serious re- sponse. They will only take a few of our picked people, and, in actual, fact, the volume of emigration to the Dominions is to-day less than it was before the war.
But as regards numbers the in- dustrial and commercial side is far more important than the political side, and it certainly would be a patriotic action if our leading in- dustrialists and commercial men would consider seriously bow they can contribute to the decentralisa- tion of the activities which have led to the overgrowth of London, and are daily leading to an increase in that overgrowth. We have already The practical question we have to reached the absurd position that ask is whether it is possible to move London contains very nearly twice some of the industries and comthe population of Scotland, and more than the whole mercial enterprises. now established slightly
