CHAIRMAN'S SPEECH. Addressing the meeting, the

Chairman said:-

During the past year the S.P.CA. - continued their work in the same manner as heretofore. The Com- mittee have been obliged through financial reaaans to reduce the num- ber of Inspectors from three to two. Mr. Fowler, the Chief Inspector- was engaged during the year. He resides at East Point Terrace. Mr. O'Brien can be found at the Dogs' Home, Kowloon any after- neon between 2.30 p.m. and 4.30 p.m. (Sundays excepted). His tele- phone No. is K1152.

It was thought advisable to take severe measures against certain shops and stalls where persistent cruelty to birds and beasts was dis- covered. Consequently during the period under review there have- been a larger number of prosecu- tions than usual. The "publicity given in the newspapers to the Police Court proceedings has un- doubtedly had a beneficial effect.

The Dogs' Home has been im proved by the construction of a mutabed roof which protects the dogs from the sun's rays.

Murling and Shooting of Dogs. From time to time correspondence has appeared in the newspapers referring to the legislation and re. galations enforced with regard to The muzzling and shooting of dega and 'correspondents have 'enquired why the S.P.C.A. have not taken active steps in the matter. I would refer to my speech at the last annual meeting in which I stated that the Committee had been grant- ed an interview with the Acting Colonial Secretary, the Captain Superintendent of Police and the Colonial Veterinary Surgeon and thoroughly discussed the question both of the muzzling and the des truction of dogs. The present drastic regulations are regarded by the authorities as essential for the purpose of combating rabies. The more the general public assist by complying with the law the sooner the regulations can be modified.

At the same time, however, the Committee will always be ready to take up cases in which dogs have been shot in circumstances which are manifestly unreasonable.

The Boy Scouts competed for the Pollock Cup which was presented last year. Several well thought out essays were submitted to the judges and the award wis made in favour of D. Hunt, 5th troop.

The Girl Guides also competed for the Cup presented by the So- ciety, but, the subject chosen was misunderstood by the competitors with the result that the essays, although showing signs of hard work, were not of the high standard' that the Society had hoped for. The Cup was awarded to the essay written by Phyllis Anderson of the 2nd Kowloon Co. No doubt still keener interest will be taken in the competitions this year both by the Boy Scouts and the Girl Guides.
