'BOATMEN'S FINES REFUNDED.
DR. TSO'S INTERVENTION. Recently eighs boatmen were fined gs each for hawking without the requisite license in the Yaumati Typhoon Sholter. These eight men were before Commander G. F. Hole at the Marine Court yesterday when an application was made by Inspector. Andrews for the case to be reviewed. It appears that the license department received instrus tions to issue 900 native craft licenses. After the quota had been' filled the defendants applied for licenses and were told that they were not obtainable. As the end of January some of the defendanta re- ported to the Harbour Office Department and their licenses were endorsed to that effect. About the middle of February the quota was raised to 800, but it appears that they had no means of knowing that.
