In these regulations the employes is favoured at the expense of the employer, whether right or wrong and the Social Bureau is given the fast word in any dispute no matter how trivial:
Conditions upon which an em ployer may dismiss an employee are rigidly laid down, and even suspen sion of business by any industrial concern on account, sa3, of heavy leases, is only permitted after the bureau has given its sanction and be the workers who may thus thrown out of employment com- pensated, apparently whether the company forced to suspend can afford it or not.

Light Check On Workers, Turning to the treatment of om- ployees, we find that each one must be given an agreement outlining the nature of the work for which he is engaged, his hours, the term of his engagement, and his rate of wages. When there is a choice be- tween a union member and a non- union member: the regulations say that preference must be given to the union member, and on the expirs tion of the agreement, should the employer not desire to renew it, a report on the case must be made to the Social Bureau.
The workers may demand com- pensation from the employers for violation of the agreement, malie

Many of these improvements should be wel
comed, as for instance, those con- cerning the employment of children and "women.
!
Two Glasses Of Demerits. What are demerits and grave de merita? Tas regulations define them
as follows:
A demerit be given employees for committing one of the following Some of the regulations are the offences three times: (a) Making same as those advocated by foreign fun or sleeping while at their work; investigators some years ago which (b) laziness and neglect of duty; were not made compulsory in for(e) damaging property to the value eign mills on account of their not of less than 50 cents. being applied in native mills. The opposition to the recommendations of these foreign investigators being made operative came from the Chinese chiefy, and if the new re gulations nullify this opposition they should assist very greatly in the betterment of admittedly pour conditions.
Some Examples, Examples of such regulations
are:-
Children under 42 years of age must not be employed and those under the age of 13 must be given light work only.
Employers should give female workers six weeks' leave with pay at time of childbirth.
Employers should provide for the education of apprentices and child labourers and pay their petty ex
penses.
And also several provisions for medical treatment and expenses for workers injured in the execution of their duty.
Presuming that the humanity of employers is insufficient to make them observe these rules without their being enforced by some out side body, then the regulations are needed. Regulation of child labour is to be found in every country the world.
in
But there are other regulations for which no justification can be found by any standard except the communistić, by which the state controls all labour. The following are culled from the rules dealing with retirement gratuities, which provide for payments to shop assistants at the age of 60 and labourers at the age of 50, on a
ixed scale:-
Important Rules.
And for the following offences:- (a). Drinking while working; (b) absenting from work for a day; (c) fato, attendance and leaving work before time.
A grave demerit may be given for the following offences:-(a) Disobeying the orders of the officer in charge (b) assaulting fellow workers without cause; (c) causing disturbances under the influence of liquor; (d) using material belong- ing to the factory, etc., for private purposes; (e) absenting themselves from work for three days without first applying for leave of absence; (f) Love making between male and female workers resulting in neglect of duty; (g) damaging property of the factory, etc, to the value of from 50 ccata to $3; (h) spoiling the reputation or business of the factory, etc.
The Obvious Overlooked. It will be seen from the above allowed the that employees are widest possible scope in offences before they CL.D be dismissed. Fomenting trouble among the mer, urging them to strike, and other common enough offences for which men are dismissed, are not made causce on which the employer can act. Dismissal on such provocation is immediately made à violation of the agreement and the employes is entitled to demand compensation.
'One "would think that the em- player would be allowed a certain amount of latitude in ensuring dis cipline in his factory or shop. But no regulations are drawn up to deal with that side of his manage ment. Employers are allowed to deal with their employees for the following offences
(a) For neglect of duty resulting If an employee is found to have in inferior workmanship and loss violated the regulations of the to their employers the pay of the factory or shop concerned and evi-workers may be reduced; (b) em dence has been secured to warrant ployees may be made to pay for his dimissal, no gratuity will be damage done to the property of the given provided auch regulations of factory to the value of over 83; (c) the factory or shop have first been employees may be made to pay approved by the Bureau of Social medical expenses for causing trifling bodily harm to their fellow work- Affairs.

If an employer temporarily ste pend his business after having acoured the permission of "the Employers are not allowed to Bureau of Social Affairs, the contract agreements with their em- period for such cessation of work ployees, the conditions of which are must be months. "Heads I Win, Tails You Lose." In all of the regulations the em ployer of labour is cramped and curbed and the employees given every freedom. The employer can do nothing without the consent of the Eecial Bureau the employes is given such a wide field for his offences that he is practically free from control altogether. And on the top of all the Bureau issue the following regulation:
