Yesterday, our contributor drew attention to some of the causes leading to the present spirit of revolt among the leaders of the Salvation Army and said that the whole point of the disputs be- tween General Bramwell Booth and the High Council contred on the question, "Is the organisation to be governed in the future by autocratic or democratic methods !"

To-day, he reviews the progress of the work under the old regime and comments upon the opinions of many Salvation Army. officers as to the directions in which reform is needed and can be applied.

He also raises a debatable point, viz, 'Is the Salvation Army needed in Hong Kong."

The High Council,

So that, not only has there been inconsiderable revolt against the

autocratic power vested in General Booth in connection with the spiritual administration of the Salvation Army, but the High Coun. cil claim to be voicing the opinion of the rank and file when they ask. that the General shall retire from the business control alao, despite the fact that he has been, in his day, one of the ablest business leaders.

Everybody must regret that this spirit of revolt has shown itself when General Bramwell Booth was recovering from a long illases which brought him to the very point of death. When the High Council was Brst summoned, it appeared that the General was finally incapacitat- ed and might not recover. There- fore, the Council made what it con- sidered to be a gracious gesture in giving the General an opportunity to retire with the plaudits of the nations still ringing in his ears and the close of his world tour.

Among the Commissioners of the Salvation Army who called the meeting are Commissioners Higgins Chief of the Staff), Hurren (British) Commissioner), Booth Tucker (a former Indian Civil Servant whose first wife was "a daughter of the founder of the Army), and David Lamb (who has superintended the Army's large emigration schemes).

Owing to the unsettled state of the country, with the accompanying danger to life and property, the Miss Eva Booth, sister of the pre- Consular Authorities, early in scht General, and in charge..of the 1927, issued instructions for their Army's work in America, is in nationals to evacuate ali but certain favour of the proposed reforms in specified areas. Thus, it can be taken for grant ed, not only in China, but through out the world the material and finan- cial progress of the Salvation Army

is assured.

Salvation Army Finance,

The General has already sub- atantiated his announcement of his intention of fighting the issue in the Courts, much to the regret of the general public, while, at the same time, the Righ Council are equally determined to see that their deci- sions are upheld in practice. As matter of fact, officers all over the world have been asked to ballot secretly and indicate whether or not they are in favour of the General Now that continuing in office. General Booth has recovered from his illness, the battle is likely to recommence at an early date. The public appear to be in favour of the policy of the High Council and it is thought that the General, in view of his advanced age and in- firmity, should make an honourahis of the Salvation Army has fallon retirement rather than go to law

In the face of things, then, it would appear that the revolt in the Salvation Army is not only unneces- sary, but a direct wrong But one has to consider that, for some years past, the present General has been more or less, a figurehead although his autocratic laws for the internal government of the Army have re mained.

Here, at any rate, is sufficient in- dication of the need for the Salva. tien Army in Hong Kong, but the Salvation Army cannot instal an establishment here without the co- operation of the authorities.
