CANTON, Jan. 23th.
In order to reap real and substan- tial results from its prohibition of opium smoking the Kwangtung Provincial Government has decided to inflict capital punishment on all below the age of forty caught smoking the drug after the Prohibi tion Law has been put into effect.
The punishment for those over forty will stop short of exccution but will be very severe." The Government has, in fact, no use for opiam addicts. The argument is that when a few have been caught and executed, others will take heed of the law. and drop the habit.
The Opium Prohibition Ordinance has been drafted by a joint cora mittee of the Civil and Finance Departments of the Goverament and is now before the Canton Poli tical Council, which is expected to ratify it shortly.
It will be put into forec' with the atmost vigour, and a very bard time lies ahead for opium smokers.

TELEGRAPH OPERATOR DENIES ALLEGATION OF DELAY.
RECEIVED NO MESSAGE TILL 4.08 AM.
FURTHER DISCLOSURES AT INQUEST.
The allegation that he wasted time by failing to understand a massage sent by Mr. Hast, lighthouse keeper at Wagian, report ing the first news of the s. Hain Wah disaster, was denied by the telegraph operator in Hong Hong Radio Office at the resumed inquest proceedings yesterday afternoon. "The operator, concerned sverred that no call was received from Waglan between 3.30 and 'i o'clock on the morning of January 18th.
It was disclosed that the Water Police authorities were not aware that the ship, had gone down until almost two hours after the news was received at the Harbour Office. A hambour official stated that be was absolutely certain that in' his telephone message to the Water Police by stated that the ship bad sunk. The man who received the message at the Water Police said he was told that a vessel was on the rocks, and a wireless message sent from there to a launch at sea stated that ship was in distress.” The launch made a fruitless effort to locate, "the distressed ship.
Conflicting evidence was given of the time at which the..im- portant message passed between the Harbour Office and the Water .Police, and it was also disclosed that more than half an hour elapsed between the time of receipt of the message at the Water Police and its reception through wireless by the launch.

The evidence of the assistant lighthouse kooper, Mr. D. V. Maher, was to the effect that he was sleep ing when Mr. Hast woke him at about 4.m. At that time he saw the lights of a ship about a quarter of a mile away on the north-west, sounding distress signals by whistle, burning fares and sending up sockets. The vessel appeared to be sinking.
