EXCELLENT REPORT AT ANNUAL. MEETING OF LOCAL ASSOCIATION.

His Excellency the Governor (Sir Crail Clementi, E.C.M.G.), .. the Chief Scout of Hong Kong, speaking at the annual meeting of the Hong Kong 'Boy Scouts Association yesterday in the Cathe dral Hall stressed the need for more officers. "Our greatest need at the moment." he said, " is a supply of adequately trained officers for every branch-" The Hon. Dr. R. H. Kotewall, C.M.G., the President of the Association. also pleaded the me cause. "Young men," he said, who are fond of open air life and have learn ed the lessons of discipline and leadership

The Working Account read by the Assistant Commissioner and Hon. Treasurer (Mr. C. H. Blason) showed a satisfactory balance in hand of 82,402.97 thanks to the very handsome sum of $3,500 raised by an entertainment given in a Chinese theatre. A build- ing fund of $8,394.75 has been set aside to be used for a permanent camp and is at present accumulating interest. The full balance sheet will be published in the "Silver Woll."

Scouting is essen- tially of the open air, and in camp Scout Training has its greatest por- sibilities. There has also been far more "bike camping," two or thres boys together, for une OT two rights, than in previous years.

Badge Work,
We owe a deep debt of gratitude the many instructors and examiners who have helped us so splendidly with the badge work. Our Badge Secretary, Scoutmaster, Y. Fenton, has found the necessary arranging of instruction and examination a great tax on his time, and we offer him our sincere thanks. The boys have taken full | advantage of the chances given.
There were two inspections held daring the year by His Excellency the Governor, Chief Scout of Hong Kong, whose never-failing interest and assistance has afforded us great encouragement, One was held in January when the Prince of Wales Banner was presented to the 1st Sea Scouts, the winning Troop for 1927, and the other in May, when the Silver Wolf" was presented to the Commissioner by His Excel lency at the request of the Chief Scout of the World, Sir R. S. Baden Powell. On both occasions the boys. presented a smart and effi- cient appearance.
