A commission headed by Sir Hilton Young went to East Africa early this year to study closer union between the various States. The report of the comunission is expect ed to be presented to Parliainent early next year.
The visit of the Prince of Wales and the Duke of Gloucester may prove to have an important bearing on the future of the three terri- tories. They had the opportunity, as independent observers, of making themselves acquainted with the cor- ditions of the country "and the views of the native rulers. The fact that the, Princes separated extended these opportunities. Although the ex penses of the Prince's visit are Lorne privately, that does not prev ent it having a public importance.
It might seem at the first view that an obstacle to the scheme would be the fact that Great Britain holds
Tanganyika, which was once Ger- man territory, under a mandate from the League of Nations.
Tanganyika Mandate, Mandates, however, are of differ- ent kinds, and the Tanganyika mandate would possibly be up bar to the scheme, Article 10 of the mandate expressly authorises the mandatory Power
to constitute the territory into a customs, fiscal, and administrative union or federation with the nd- jacent territories under his own sovereignty or control, provided always that the measures adopted to that end do not infringe the provisions of this mandate." Mrs. Elizabeth Calvert, the first witness at yesterday's inquest, said that Mr. Gill was her brother She last saw him on Saturday, when he told her that he was sick and tired of this scandal and trouble.”
She added that there had been slanderous reports in the village that Mr. Gill was responsible for Miss Corlett's disappearance and death. He was much distressed.
Major Highet then read the following letter written by Mr. Gill tu the coroner :-
Dear sir, enclosing a statement which I have made to the police. You can publish it or not, as you think fit.
I swear with death looking me in the face that it is a true and accurate statement of my move ments during that time. I am going to end my life, and if you will make the verdict at the in- quest "Village gossip" you won't be far wrong-
The statement, which filled several closely-written pages, contained a detailed account of Mt. Gill's more ments, covering several days, and describing his part in the search for the missing girl.
Mr. E. W. Lightfoot, for the re- latives, read a letter written by Mr. Gill to his wife. It contained the following passages:-

The statements which are going about are, of course, easy to make, but hard for me to refute, and the dirty scum of Arlecdon will be satisfied now they have been the cause of the loss of an innocent life.
