During the first two years, par ticular attention was given to the condition of the various places in the Yangtsze which are an impedi ment to navigation in winter and Mr. Palmer returned to China in 1993 and made a special report as to the possibilities of improving the navigable channel. His general conclusion was that it economically feasible to carry out works of this kind but that in view of the damage done by periodical floods, it would be quite worth while for the survey department to proceed and gather such data as was necessary for reporting on the costs of systematic flood prevention.
