JAPANESE POLITICS. SECRECY AIDS DIVORCE.

STORMY SESSION AHEAD.

BARON TANAKA'S PROBLEM.

Torso Dec 15th.

Rumours that the Seiyukai Party Cabinet, headed by Baron General Giichi Tanaka will be forced to resign when the 38th session of the Imperial Japanese Dier, opens December 24th were rife here to-day and rival political factions struggled for the allegiance of independent

members of the Lower House in au effort to strengthen their line-ups for the gerliamentary battle.

The Mineito Party, the chief opposition in the 54th session which opened Inst Tecember, has lost a number of its members since the ex- traordinary 53th session of the Diet, which opened April 30th to pass the Budget, including expenses for the enthronement of Emperor Hicchite in Kyoto last month. A number of the former Minseite members now are affliated with the Seiyukni. which probably will muster a some- what larger roll in the coming Session than it did in the last re gular session. At that time the Sei. yukai could muster a majority of only two or three votes.

WHY THERE ARE MORE CASES.

MODERN STAR CHAMBER "TORTURE.”

Startling growth in the number of undefended divorce suits has taken place during the last two | years since the publication of

evidence was forbidden.

Cross-examination has become bit- tor and ruthlessly intimate-secure from the glare of publicity. Wit- nesses approach the box with the of the Star Chamber. The petitioner awesome dread of a modern court

The fate of the Cabinet hangs on the land tax transfer question, ac

cording to Count Shimpei Gote I Premies, Tanaka insists upon the massage of the Land Tax Transfer Bill at the next Diet session; Count Goto believes the Cabinet may have to resign during the session. Count Goto made the following predic

tion:-

I believe Premier Tanaka kacws that the greatest crisis in the next Diet session will be the land tax transfer. In handling this ques. tinn, the real ability of the Premier will be shown. If he dose not insist upon the passage of this bill and is satisfied with treating it lightly, the political situation will be peaceful But if he insists upon the passage of his Bill at the next Dirt session. be may not be able to last until the end of the session. The future political development entirely de pends upon his attitude on this question.

Theatre Of-Curiosity--- The Divorce Court to day, is a strange and sombre theatre of curiosity. The galleries are filled- for the details of evidence are ex- clusive to those who cram themselves into the court.

There is no surface drama-it lies hidden beneath. There are no re porters noting each word of the witnesses. The element of sensation is lost. No tense, breathless mo ments; no suppressed excitement.

"That is the reason. the barris- ter explained, that petitioners walk boldly into court, give their evidence, and depart with a decree nisi."

Place men or women in the lime-light of publicity and you either see them in a true light or you drive them into hiding. A wife on a bushand will after fight te conciliation often takes place if the spectre of the Press stands in front of them.

The wheels of divorce are lubri cated by secrecy; they revolve only undergrent force when they turn in the face of public opinion."

With the land tax transfer quesA tian pending, it will not be possiblr. to effect, understandings between Tanaks and Tokanami, a strong independent leader. When the Pre- mier insists noon the land tax transfer, it will be impossible for Tokonami to support the Seiyakai Cabinet, as there is

opinión against this transfer.

Tokonami may try to do some- thing for the Premier, but his followers will not approve such a step. Thus it becomes impossible -for Tanaka and Tokonami to come ingether. There are many people who love dramatic effects, and such people are attempting to write & play to put Tanaka and Tokoomi on the same stage. The two may meet and talk, but that does not. bring any satisfactory result.

Among members of the House nt. Peera, there is also a very strong objection to the land tax transfer plan, and at present Premier Tanaka seems to be surrounded by

enemies.
