AMERICA AND KWANG- TUNG SILK.
COMPLAINTS AS TO QUALITY
AND JAPANESE RIVALRY,
A big proportion of the silk pro- duced in Kwangtung is usually | shipped to Americs, but this year the demand has slackened. The American buyers have been saying that the quality of the silk has not bren up to standard and is no use" for their purposes.
A report by the Canton silk ex- porters states that during Novem "ber the exports of silk tere¬1,972 In bags less than in October. November, 2,735, hags were export, ed; 1,858 bags to U.S.A. and 1,5D7 bags to France.
Amaricia 'Silk.
Last week, the raw silk market in U.S.A. was quiet, owing to a large shipment of silk having ar rived from Japan. The buyers ex- pected the prices to fall and were afraid to purchase in the present market. The sellers refused to re duce their prices so very little business was done.

PHILIPPINE SUGAR. PROTECTING SMALL GROWERS.
MANILA, Dec. 1st. A new scheme of sugar produc- tion, providing both for small tract ownership and for group production, has been advanced by Rafael Alunan, Secretary of Agri- eulture and Natural Resources.

By this plan the Philippine Government would set aside a large tract of land for a partner- ship arrangement between a poration and small farmers. Pre sent land laws in the islands, pre- vent any such tract being owned
of by a corporation, the holding single company being restricted to 1,092 hectares
The corporation would, by this arrangement, use its full quota of land for its sugar plant, buildings, experimental tract, and so on. A more than caually bad exams- ple of the workings of the Anti- Japanese boycott has been brought to the rotice of the North China Daily News. The agent in Shang- hai of a Yorkshire firm recently sold a consignment of yarn to a foreign dealer who represented a Chinese manufacturer established As just outside the Settlement. the cargo was being transported to its destination at the mill it was stopped by boycott pickets. Now by an accident, an employee of the Yorkshire manufacturers, who also have dealings with Japan, had stuck upon one bale a label bear- ing a picture of the Rising Sun, with some Japanese characters in the margin, these labels being used Quotations in Canton market for cargo that goes to Japan.
