1. The object of this Ordinance is to strengthen the provisions of
present law in regard Money-lenders in such a way as to make it moae dificult for borrowers. to be imposed upon or subjected to unreasonable charges. This Ordia- iance replaces the Money Lenders, Ordinance of 1911, (16 of 1911) which has been found in practice to be insufficient for the profection of borrowers.
2. Section 1 of this Ordinance contains the Short title.
3. Section is the Interpreta- tion clause and is derived from the provisions of section 8 of Ordin- ance 16 of 1911, which was based upon the English Money-lenders Act, 1900, (83 & 6s Vic. . 31) s. 6. 4. Section 3. gives the usua! power of making regulations to the Governor in Council, subject to the approval by the Legislative Council, and replaces section 4 of Ordinance 16 of 1911.

"The Fun of the Fair," the annual fête organised by the. Ministering Children's League and the Hong Kong Women's Guild, was held again at Lee Gardens on Saturday, and the organisers are to be most heartily congratulated. "Last year's fèto, which was the first on a realy big acafe, provod a great success, but those responsible were quick to notice one or two matters in which an improvement might be effected, and Saturday's léte was even more attractive.
The Gardens were very wel laid out and at every turn some fresh attraction was offered to interest the crowd and coax the money from their pockets.
Excellent as the stalls were with their variety of goods for sale, it is perhaps to the men to whom the organisers should be the most grateful. A band of truly noble gentlemen, who entered thoroughly into the spirit of the game, dressed themselves up, painted their faces, and conducted an amusement park, dankey ridea, shooting gallery and any number of other side shows, with tireless cheerful energy, and took the money as fast as it could bè passad to them.
