GOVERNMENT'S TREATMENT OF LABOUR TROUBLES.

CENTRAL POLITICAL COMMITTÉE'S RESOLUTIONS.

The Central Political Committee has early turned its atten- tion to the settlement of labour troubles, following on the recent postal strike in Shanghai which at one time showed signs of spreading over a large part of China. As the result of the deli- hörations of the Committee, from now on Government employees are strictly forbidden to go out on strike, while the postal workers are ordered to accept without question the award of the Ministry of Communications.

During the period of civil war it appears that the Nationalists. maintained a number of spies in Manchurian territory and some of these were captured by the Fenginese authorities. The Cen- tra! Political Committee has now instructed the Military Depart- ment to take up this matter with General Chang Hsuch Liang and secure their release.

There has been a serious outbreak of bandit activity in Shan- tung. A bandit chief at the head of a gang of desperadoes came inte conflict with a band of "Red Spears" und defeated them after a fierce ight. They then started to foot and burn the city. of Chengyu, which is north east of Tainan, and finally destroyed a large part of the city, while inany of the inhabitants are home- less and destitute.
