The device was invented by a navy gunner and a civilian en- gineer in the Naval Bureau of. Construction. Its peuliar value, lies in its lightness, a in the fact that it takes only t seconds to put on. In October the Navy is going to give it an actual con- ditions test of the Virginia Capes. There Lieutenant Momsen and his crew will submerge in the 3.3, in which so many men lost their lives last year. At the bottom they will enter the escape chambers and release a buoy, which will boot up to the surface, carrying the end of the light line, and attempt with the new device to rise to safety as in the tests made last month.
