Naval wireless messages announce that the district between Luanchow and the Great Wall, which is at the present moment occupied by the Fengtienose, is to be made a buffer state. The surprising statement is added that the district is to be governed by Chang Teung Chang. From other sources, however, it is reported that Pei Chung Hai is still agitating for the retirement of the Fengtienese troops, from this region, and insists that Nationalist garrisons should be installed there.

No final decision has been reached in this matter, and Chang Bruch Liang, besides sending another delegate to Shanghai to. plead his cause, is eager to hold a conference with Pei Chung Hs He is willing, to proceed to Shanbaikwan or even to Tang- shan to discuss the question of delaying the Fengtienese evacua- tion.

The 17th anniversary of the foundation of the Republic, which occurs on October 10th, is to be made an occasion of rejoicing in celebration of the success of the northern expedition and the opening of a new era. The official programme has not yet been made public, but the celebrations will be carried out throughout the whole nation.

The Japanese preliminary terms for the settlement of the Tainan incident are said to include provisions for a commission of enquiry consisting of equal numbers of Chinese and Japanese members and guarantees of protection for Japanese residents and their property.
