policy of boycotting, Japanese goods, but whatever might be said regard- ing the decision to stop purchasing further articles from Japan, it is obviously stupid and unfair to penalise Chinese merchants who happen to have such goods in etack by enforcing the payment of thirty per cent commission on their value. The goods are paid for, so that the Japanesc are not injured in any way. The only sufferers will be the Chinese merchants them- selves who will be forced into bankruptcy. A government which associates itself with measures of this kind, or even stands aloof while publicly appointed com- mittees carry them out, is court ing unpopularity with those classes whose support could be of the greatest possible value in times of crisis. "Again, although money may be urgently needed for adminis, trative purposes the distraint on landlords for the equivalent of a month's rent roll is not a proper way to raise it even though the process may be camouflaged a borrowing on the security of a special issue of public bonds.

Toxyo, August 23rd. Japan's buoyant. birth rate-one of the highest in the world in recent years appears temporarily to have been checked, says a United Press

Statistics for the first quarter of 1928 show the population of the country increased by 367,907, a figure 18,335 less than the increase. for the same period of 1927. There was not only a decline in the birth rate but a slight increase in the death rate, the Statistics Bureau of the Cabinet said in commenting on the figures.
old type buses with ones of the latest pattern, such as the Muni- cipality operates. The 'bus owners contended that with new buses costing several thousands of dollara per vehicle, it would be impossible to operate at a profit. The answer of the Municipality was not only to bring in several for the purpose of giving a practical demonstration that such 'buses could be used on the city streets under usual busi- ness conditions, and show a profit on the working. The confidence of the Municipal officials has been amply borne out by the results of the first few buses that have been brought in, and the returns were so satisfactory that another four 'buses are now nearing completion in Hong Kong for service in this
city.
To Mest Need.
A second reason that helped the Municipality decide on an 'increase of fect was that there was an in- sufficiency of 'buses in Canton for the needs of the public.
