The Nationalist Foreign Minister, C. T. Wang, bas issued a review of the diplomatic situation. He points out that negotia tions' for treaty revision with Belgium, Portugal and Spain are proceeding satisfactorily, while relations between Japan and the Nationalist Government have been set upon a much easier footing, and both sides are adopting a conciliatory attitude. Dr. Wang expresses the wish that China should be allowed to participate in the Kellogg Peace Fact:
