The preliminary meeting of the Fifth Plenary Session is faced with the task of deciding whether it will admit to the coming session two of the most powerful leaders in China, Feng Yu Huang and Yen Shih Shan. Neither of these two is a member of the Nationalist Executive Committee, and consequently neither is actually entitled to attend the Fifth Plenary Session. The two warlords themselves do not appear to be in any doubt as to the decision of the preliminary meeting, for Feng Yu Hsiang has already reached Nanking, while Yen Shih Shan and Ei Toung Jen are at Hankow and will proceedto Nanking almost immediately. The Nationalists are going to make a great effort finally to clear all Northern troops out of the territory within the Great Wall. The Commissioner for Foreign Affairs of Hopei has notif- ed all foreign military authorities, that a punitive expedition is being organised, while General Pei Chung Hsi has announced that be is ready to launch his attack. Chihli-Shantung forces are oc- cupying strongly entrenched positions on the Lan River, while the Fengtien. forces are stationed near Chibwangtao.
