REFUSING 'A' PEERAGE.
LATE SPEAKER'S BREAK WITH TRADITION.
COLONEL JOHN WARD ON PENSIONS:
PROPOSED NATIONAL... TRI. BUTE TO ARCHBISHOP OF CANTERBURY.
[FROM OUR OWN CORRESPONDENT.]
LONDON, June 30th.
On retiring from the office of Speaker of the House of Commons, Mr. Whiteley has decided to refuse the honour of a peerage. His re- fusal, it is stated, is "due to per- jeonal reasone, but what these are he does not say. There has been some apeculation in quite a friend- ly manner as regards his attitude, inspired simply because in refusing he has broken away from tradition Since the 18th Century every Speaker of the House of Commons or retiring has gone to the House of Lords, and has received a pen- sion of £4,000 a year.
POINT.
Frederick Charles Espin, aged 40, jockey, of Bavavater, W., was tharged at London Scasions with being drunk in charge of a motor. car in Charing Crom-road at 2.13 2.m. on May 13th. Two police con- stables, an inspector, and Dr. Thomas Rose, divisional surgeon of that C Division, all declared

In cross-examination; Dr. Rose denied that his examination of Espin was a perfunctory one. It occupied about seven minutes, and Espin refused to put his feet to- gether or to walk across the room
Inspector Sanaders said that Espin correctly answered questions, and gave the names of two inde pendent doctors who he wished to
attend him. Neither was available.
Espin, giving evidence, denied that he was drunk, saying he had only had three glasses of port. The skid. He accident was due to only had one meal a day-dinner in the evening, and sometimes he had an orange or a biscuit in the He was a non-smoker morning.

The Labour "party cut & poor figure in Parliament in proposing to substitute a pension of £1,000 a year for the £4,000 which the House of Commons was asked to vote an pension to Mr. Whiteley on his retirement in accordance with precedent. The Opposition front bench took the lead in this matter. But they were not easy in their mind. Mr. Clynes insisted that there was no intention to minimise the services of Mr. Whiteley, but he argued that to the poor people who have to pay it £4,000 a year is a fabulous sum, and so coloreal as to be beyond the merits of even There were the late Speaker. other speeches to the same effect from the Tank and Ble but they made no impression, and indeed, sounded hollow.
