The Manchurian delegates. have presented their proposals to Chiang Kai Shek. A they have announced before, they intend to raise no difficulty over the flag question. In the matter of the reorganisation of the Fengtien armies, however, they are taking a firm stand, and clearly demonstrate that they do not intend to have terms dictated to them by the Nationalists. In this ques- tion they reserve the right of acting for themselves, fearing that the Nationalists may attempt to "dépose the Fengtienese leaders, and substitute generals of their own. Marshal Chiang Kai Shek apparently did not like this condition, and so announced that the clause was meaningless, which at least frees him from having to make an immediate decision about it."

The Shansi treasury is in a serious position owing to the failure of the Central Government to fulfil its undertakings. Dur- ing the war period Shansi had over 200,000 troops in the field, and. the Central Government had promised financial support?
