Serious crime in Hong Kong showed in 1997 an increase over that in 1926-4,353 cases compared with 3,713 in 1928 according to the report of the Captain Superinten dent of Police. Minor erims also showed an increase 19,601 cases is against 16,333 in 1998.

The total number of cases report- ed to the Police during the year 1997 was 24,444 ne against 90,048 in 1990, being an increase of 4,306 or 21.9 per cent. The average for the last five years is 18,808,

The increase in serious crime is accounted for almost entirely" by increases under burglary and larceny. Throughout the year there was a large number of unemployed in the Colony, while the Force, owing to difficulty, in obtaining recruits, was appreciably below establishment strength.

INCREASED. POPULATION.

There has been a very consider able increase the population of the Colony during the year, due to a gradual steady return of people that left Hong Kong in 1923 and due to disturbances in Canton, Following the Communist upheavel in December, it is estimated that at least 30,000 refugees came to Hong Kong.

The Police countered the internal effect of these movements by divert ing temporarily certain sections from normal duty to search and surveillance of incoming passen. gers Special patrols have also assisted in keeping Hong Kong! Immune from abnormal crims waves which have been experienced in other ports. The Colony is also indebted to cordial co-operation throughout the year from the Police Authorities in Canton and Macno.

Serious offences committed in the New Territories (N) during 1927 numbered 23 compared with 23 in 1928. There were 3 murders and 14 robberies, on shore and -rok. berics and I piracy alost.

GENERAL.

A very good working year from a Police point of view was marred by a shooting affray between Police Search Picquet and a small band of armed robbers just return ing in the Western District" of Victoria. This affray and the mur- der of an European lady who was attacked by footpads at Shaukiwan early in August while walking along a lonely footpath after dark were the only two really seriola outrages of the year within the Colony itself and there is little doubt that in the murder case this original motive was robbery only and that the murder was uninten- tional.

The report for the year 1927 of the Public Works Department gives the following analysis of an expenditure of $5,818,000 compared with a total vote of $7,350,000 of which $6,730,000 was the original estimate and $611,000 the total of the supplementary votes.
