THAT, in case this Nation at any time becomes involved in armed confict or war with another nation, or faction of another nation, whether for aggressive, re- pressive, imperialistic, defensive, or other purpose, the following measures shall, within ten hours after the beginning of hostilities and/or the formal declaring of war, be carried into effect, to wit:
